Job Purpose
The Resourcing & Recruitment Coordinator is responsible for recruitment, workforce planning, rostering and monitoring staffing costs across all operational teams at Liverpool ONE. The role ensures the estate is safely, compliantly and cost-effectively staffed to meet trading hours, events, peak periods and operational demands, while supporting a positive employee and candidate experience.
The role delivers end-to-end recruitment activity, including vacancy coordination, candidate management and onboarding, alongside effective scheduling and resource planning. Working closely with operational managers, the Coordinator monitors and controls labour spend, including hours, overtime and agency usage, and ensures payroll accuracy through timely and accurate rostering, data entry and validation of hours worked. The role maintains accurate workforce and recruitment data, supports compliance with employment legislation, working time regulations, health and safety requirements and contractual obligations, and balances operational requirements with financial control and employee wellbeing.
Key Responsibilities
Recruitment Coordination
5. Coordinate end-to-end recruitment activity, from vacancy approval to offer and onboarding.
6. Draft, post and manage job adverts across job boards, social media and internal platforms.
7. Support management team to screen CVs, schedule interviews and act as the main point of contact for candidates throughout the recruitment process.
8. Issue offer letters, contracts and manage pre-employment checks (e.g. right to work, references, DBS where applicable).
Resourcing & Workforce Planning
9. Support the creation, maintenance and optimisation of staff rosters to support Operational leads with appropriate coverage in line with operational needs. (e.g. duty management, security, cleaning, guest services).
10. Work closely with managers to align rosters with headcount, skill mix, contractual hours and business demand.
11. Monitor and update rotas to reflect absence, overtime, shift swaps and new starters.
12. Ensure rosters comply with working time regulations, contractual terms and internal policies.
13. Support cost control by monitoring and accurately recording overtime, agency usage and roster efficiency.
14. Support workforce planning by tracking vacancies, turnover, time-to-hire and attrition data.
15. Maintain recruitment trackers, headcount reports and resourcing dashboards.
16. Support high-volume recruitment campaigns and seasonal staffing requirements.
17. Coordinate agency, temporary and contingent labour requirements.
Compliance & Cost Control
18. Ensure all rosters comply with Working Time Regulations, contractual terms and internal policies.
19. Monitor and accurately report on labour costs including overtime, agency usage and additional staffing costs.
20. Support audits and provide evidence of compliant rostering practices.
Operational Coordination
21. Work closely with Operational management teams to respond to absences, vacancies and short-notice changes.
22. Manage live roster adjustments including sickness, annual leave, training and shift swaps.
23. Act as a central point of coordination during incidents, unplanned events or emergency situations requiring staffing changes.
Stakeholder Management
24. Build strong relationships with hiring managers, operational leaders and HR colleagues.
25. Provide guidance and advice to managers on rostering best practice and workforce planning.
26. Liaise with agency providers and internal / external partners where temporary cover is required.
27. Act as a key point of contact for recruitment, resourcing and rostering queries.
Systems, Reporting & Data
28. Own and maintain the rostering system, ensuring data accuracy and timely updates.
29. Produce regular reports on staffing levels, overtime, absence and roster efficiency.
30. Use data and trends to inform future workforce planning and decision-making.
31. Support system improvements, upgrades or process changes related to rostering.
Administration and Compliance
32. Support fair, transparent and consistent rostering practices.
33. Work with HR to support onboarding by aligning start dates, training and roster allocation.
34. Ensure recruitment, resourcing and rostering activities comply with employment legislation, GDPR and organisational policies.
35. Maintain accurate data within rostering systems.
36. Prepare regular reports on recruitment progress, staffing levels, absence and roster effectiveness.
37. Work collaboratively with Operational Support Coordinator to ensure business critical activities are covered during periods of absence.
Person Specification
Skills & Experience (Essential)
38. Proven experience in rostering, workforce planning or scheduling within a large, shift-based operation
39. Experience supporting end-to-end recruitment processes, including vacancy coordination, candidate screening, interview scheduling, offer management and onboarding
40. Demonstrated ability to deliver a positive candidate experience while managing multiple vacancies and stakeholders
41. Knowledge of recruitment compliance requirements, including right to work checks, pre-employment screening and data protection
42. Experience using applicant tracking systems and maintaining accurate recruitment and workforce data
43. Strong organisational skills with the ability to manage competing priorities and meet tight deadlines
44. Excellent communication and stakeholder management skills
45. High attention to detail with a strong focus on data accuracy
46. Sound understanding of Working Time Regulations and contractual compliance
47. Strong IT and data skills, including experience with rostering and workforce management systems
Desirable
48. Experience working in retail destinations, facilities management, security, hospitality or other operational environments
49. Experience managing multi-team or multi-contract rosters
50. Knowledge of footfall-led or demand-based scheduling models
51. Experience supporting high-volume or seasonal recruitment
52. CIPD Level 3 qualification (or working towards)
