The Forensic Opportunities Trawl (FOT) project reviews closed CCRC applications where the applicant was convicted of rape or murder before 1 January 2016, and the offender's identity is in question. The objective of the FOT is to identify cases with forensic opportunities and pursue relevant investigations.
The project also aims to identify lessons and opportunities for improvement in the CCRC’s regular casework. Cases are assessed at phase 2, with detailed investigations at phase 3. The Investigations Adviser role involves conducting phase 2 assessments, recommending case progression to phase 3, and advising on potential investigative lines at phase 3.
Key Responsibilities:
Investigations Advisers are responsible for thorough and timely analysis, evaluation, and assessment of cases at phase 2, identifying forensic opportunities, and advising on investigative steps.
Key Tasks:
* Managing a high volume of case analysis, evaluations, and assessments to ensure prompt progress.
* Retrieving and reviewing relevant case material from records, including internal documents and materials from public and private bodies such as investigation, prosecution, court, defence, and forensic files.
* Preparing concise summaries of cases, including background, prosecution and defence cases, key evidence, and forensic issues at trial, appeal, and previous applications.
* Identifying potential forensic opportunities that may affect the safety of convictions.
* Determining cases needing further information to complete assessments and coordinating with investigators or support staff to obtain it.
* Assigning research tasks to investigators or support staff, including locating exhibits that may contain forensic material.
* Applying assessment criteria to make objective, evidence-based recommendations on case progression and prioritization.
* Providing advice on investigative lines for cases advancing to phase 3.
* Presenting data, findings, and recommendations to oversight panels in writing and orally.
* Advising Case Review Managers on re-application cases within the FOT parameters.
* Communicating effectively with stakeholders and colleagues remotely.
* Collaborating with the casework team to share lessons and obtain information.
* Maintaining accurate records of case statuses using Word, Excel, and the Dynamics system.
* Sharing opportunities for organizational improvement within the project and regular casework.
* Ensuring compliance with disclosure, security, confidentiality obligations, and the Code of Practice for Victims of Crime.
* Staying updated on law, practice, and policy developments, and sharing knowledge with colleagues.
* Performing any other tasks relevant to the role.
Experience
In your application, you will need to demonstrate how your skills and experience meet the essential and desirable criteria.
Essential Criteria:
* Successfully completed PIP 3 SIO Development Programme or equivalent investigative qualification.
* Experience leading and managing complex major and serious crime investigations, including homicide and/or RASSO offences.
* Experience identifying forensic issues, including scientific developments such as DNA, within homicide and/or RASSO cases.
* Experience developing and implementing investigative strategies, including forensics.
* Managing multiple lines of enquiry within a high-volume caseload with competing deadlines.
* Strong analytical and reasoning skills, with experience researching complex forensic data.
* Experience identifying and implementing organizational learning and best practices.
* Familiarity with police case management systems, forensic management systems, and case submissions.
* Excellent communication skills, both oral and written.
* Ability to build strong working relationships and operate remotely.
* Enthusiasm for technology and proficiency with MS Word, Outlook, and Excel.
* Understanding of the CCRC’s role, legal framework, restrictions, and powers.
