Based within Revenue Scotland’s DDaT team, the postholder will head the new data engineering function, working collaboratively across the organisation and with suppliers to deliver improvements to the data platforms supporting Scotland’s devolved tax system. In addition to Land and Buildings Transaction Tax (LBTT), and Scottish Landfill Tax (SLfT), a further two taxes are under active development; Scottish Aggregates Tax (SAT) and Scottish Building Safety Levy (SBSL).

Our hybrid working principles require you to attend your assigned office at least 2/3 days each month. Our hybrid approach supports a blend of home and workplace working. This should be agreed with the line manager to achieve the right balance between collaboration, in-person engagement and flexibility. Your assigned office will be Victoria Quay, Edinburgh, with the opportunity to work from our Glasgow hub office.
Digital Data and Technology (DDaT) Pay Supplement:
This post attracts an annual £5,000 pay supplement after a 3 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Senior Data Engineer
A senior data engineer designs and leads the implementation of data flows to connect operational systems, data for analytics and business intelligence (BI) systems. At this role level, you will:
1. recognise opportunities to reuse existing data flows.
2. lead the build of data streaming systems.
3. optimise the code to ensure processes perform optimally.
4. lead work on database management.
Key DDaT Capability Descriptor
This role sits within the data team at Revenue Scotland, and you will be responsible for designing and building the data infrastructure required to support the production of statistics and management information and enabling Revenue Scotland to make greater use of our data.
We have recently published our for 2024-27, a key element of which is the digital and data strategy. Across these three years we have a vision to integrate our digital systems to provide a single end-to-end digital tax journey for taxpayers and their agents, as well as our tax operations and compliance teams. A key part of our approach involves transforming the way in which we use data in the organisation.
You will be instrumental in improving the way in which data from our operational systems is stored and transformed, to make it useable by the data team and wider business users.
This will involve working with our suppliers and the wider data and digital teams in Revenue Scotland to specify and create a new data platform and data warehouse for the organisation and building the connections with our operational data stores to facilitate the production of management information and exploitation of our data.
Main Duties:
5. Take the lead in the design and implementation of a new data warehouse to support operational and MI reporting.
6. Liaise with our existing suppliers to understand their data models and how data from multiple sources can be integrated into a common repository.
7. Build secure data pipelines to connect the operational datastores to the warehouse.
8. Be responsible for data quality across the service and develop strategies to improve this.
9. Actively contribute to the wider activities across the DDaT function and support users of data within Revenue Scotland
10. Work with the heads of data and governance teams to define data governance requirements.
