Planning and Development Manager
Location: Oxfordshire, Wallingford
Penguin Recruitment is delighted to be supporting a leading company in their search for a Planning and Development Manager to join their dynamic Estates team. This is an exciting opportunity to deliver a diverse range of projects across the waste, minerals, renewable energy, and sustainability sectors, helping to shape the future of the estate while driving long-term commercial success.
The Role
Reporting to the Head of Estates, the Planning and Development Manager will:
1. Identify development opportunities and manage early-stage projects.
2. Secure planning consents and statutory approvals.
3. Lead planning and regulatory submissions, including planning applications and EIAs.
4. Manage external consultants and collaborate with internal teams.
5. Provide expert planning advice to support informed decision-making.
6. Negotiate and oversee legal agreements (e.g. S106, S278, S38).
7. Monitor and engage with local development plans to protect and promote company interests.
8. Support operational divisions through the discharge of planning conditions.
9. Represent the business at liaison groups and contribute to Public Affairs activities.
What We’re Looking For
10. Minimum 2 years’ experience in a planning or development role.
11. Degree accredited by the RTPI and/or RICS, with membership or working towards chartership.
12. Strong knowledge of planning processes, including EIAs and appeals.
13. A genuine interest in waste, recycling, minerals, or sustainability sectors.
14. Excellent communication skills – written, verbal, and presentation.
15. Commercial awareness and ability to interpret financial models.
16. Experience managing multi-disciplinary teams.
17. Proficiency with MS Office, with knowledge of AutoCAD or other planning tools an advantage.
18. Full UK driving licence.
