Offer description

We are looking for a proactive, self-motivated Stock Condition Surveyor to join our Property Services Team within the Housing Department. This person will play a vital role in ensuring the Council's housing stock meets statutory standards and complies with the Regulator for Social Housing's Safety and Quality Standards. They will work closely with internal colleagues as well as residents, consultants, contractors, and external agencies. The ideal candidate will be someone who can build strong working relationships, communicate effectively with tenants and stakeholders, and uphold the Council's values, safety standards, and commitment to delivering high-quality, compliant homes across the district. What will the role involve? The role involves undertaking comprehensive stock condition surveys of council homes to ensure all properties are inspected at least every five years in line with regulatory standards. This includes inspecting internal and external components, assessing condition and remaining life cycles, carrying out Housing Health and Safety Rating System (HHSRS) assessments, and identifying repairs and compliance issues.


Key responsibilities

* Planning and arranging inspections with residents.
* Capturing accurate survey data supported by photographic evidence.
* Updating the asset management system promptly and accurately.
* Producing condition reports and identifying defects.
* Liaising daily with residents, colleagues, contractors, and external partners.
* Responding to enquiries and complaints relating to stock condition surveys.
* Helping inform long-term investment planning and maintenance programmes.

The post may involve some flexibility in working hours for occasional out-of-hours work and requires regular site visits, including climbing stairs, bending, stretching, and occasionally using ladders or scaffolding.


Requirements

* Experience undertaking stock condition surveys, ideally in social housing.
* Understanding of residential construction methods and domestic building services.
* Strong knowledge of the Decent Homes Standard and component life cycles.
* Working knowledge of the HHSRS and experience carrying out assessments.
* Sound understanding of health & safety and compliance issues related to buildings.
* Ability to use Microsoft Office and experience with asset management systems.
* Strong verbal and written communication skills.
* Excellent time management, organisation, and planning skills.
* Ability to maintain strong relationships with tenants, colleagues, contractors, and other stakeholders.
* Ability to work independently and use own initiative.
* Ability to carry out physical inspections (stairs, bending, stretching, ladders).
* Essential car user (must have own transport or be able to travel across the district).
* Command of spoken English suitable for a public-facing role.


Qualifications

* Level 3 qualification in Building Surveying or equivalent property discipline.
* HHSRS Practitioner Competency qualification.
* Disability Confident.
