Job Title: Programme Manager – Waste Capital Delivery
Location: Falmer or Chatham based
Salary: up to £90,000 depending on skills and experience, Plus £400 Car Allowance.
Job Overview
We are seeking a driven and experienced Programme Delivery Manager to lead the delivery of a high-value infrastructure portfolio—worth up to £400m over a 5-year AMP cycle—supporting vital wastewater services across the region.
About the Role
This Programme Delivery Manager role will lead the Planned Wastewater Non-Infrastructure Capital Delivery team associated with the AMP8 Delivery Partner delivery route, as well as other lower-complexity sub-programmes delivered via alternative routes.
This is a leadership role with responsibility for planning, managing, and providing clear oversight and direction for assigned design and construction programmes. The Programme Delivery Manager will ensure business goals and objectives are accomplished within the prescribed schedule and budget parameters
Experience in managing competitive tendering for design and build packages is a key requirement.
Responsibilities will include:
1. Leading and managing complex programmes, ensuring delivery across diverse capital projects.
2. Guiding senior project managers and a matrix delivery team, including internal and external stakeholders.
3. Working alongside the Head of Delivery to simplify complexities and support strategic investment decisions.
4. Driving performance, governance, and reporting across delivery areas.
5. Representing the Head of Delivery when required and participating in emergency operational response (Red Incident call-out rota).
6. Mentoring, coaching, and developing other project management professionals.
7. Commercial management of a complex design and build portfolio.
About You
To succeed in this role, you’ll need a combination of strategic leadership, technical expertise, and strong programme oversight. We’re looking for someone who brings:
8. Significant experience in infrastructure programme and project delivery, ideally within the Wastewater or utilities sector.
9. Chartered status with a recognised professional institution.
10. In-depth knowledge of project and contract management, construction practices, NEC4 contract frameworks, and relevant water and wastewater regulations.
11. Professional certifications such as APM Project Professional Qualification and MSP Practitioner Certification.
12. Strong financial acumen and forecasting skills, with the ability to manage large budgets and ensure value delivery.
13. Proven capability in stakeholder engagement and leadership, with excellent communication, coaching, and influencing skills.
Your Core Responsibilities Will Include:
14. Leading people and managing stakeholders across multiple delivery partners and internal teams.
15. Planning and governing complex programmes from concept through to completion.
16. Forecasting and reporting on financial performance and earned value.
17. Championing Health & Safety and maintaining quality standards across all project activities.
18. Managing programme-level risks and leveraging value engineering to optimise delivery.
19. Engaging with regulatory bodies and supporting customer-facing communication strategies.
Package
This role will be full time Monday to Friday 37 hours a week.
