The Governors of Howley Grange Primary School wish to appoint part time Assistant Site Manager for 16 hours per week, all year round, to provide effective facilities management support to the school, including ensuring that the security and general appearance of the buildings and surrounding areas are maintained in accordance with the required standards. This is a key role in our facilities team, supporting the Site Manager to ensure that the school is cleaned and maintained in a safe and efficient manner line with quality assurance procedures The grade of this role reflects the requirement to be responsible for covering some of the Site Managers duties as and when appropriate in their absence. The School Assistant Site Manager is responsible, through the Site Manager, Business Manager, Headteacher and Governing Body, for a wide range of duties and responsibilities connected with the fabric and grounds of the School. There will be occasions when flexibility and additional hours will be required to accommodate any evening or special events with parents/carers, pupils and staff e.g. parent evenings. We welcome applications from people with building services skills such as plumbing and joinery. Additional hours may be available during busy and/or holiday periods to cover Site Manager holidays and undertake larger projects. MAIN ACTIVITIES Primarily the role will be carrying out daily cleaning duties, securing the school at the end of the day and undertaking site duties and simple maintenance, such as, changing light bulbs, carrying out porterage, emptying outside bins, minor repairs etc. and assisting with supervision of cleaning team. However, the postholder is also required to assist / cover for the site manager with maintenance, security and facilities services across the whole school site. Duties will include cleaning; routine testing, maintenance, handy-person activities, opening and securing the school as appropriate. In the absence of the site manager, work alongside the School Business Manager, to manage the cleaners, giving direction as appropriate including setting rotas, ordering necessary supplies and stocks, opening / locking the school, carrying out routine servicing, testing and maintenance. Security and Associated Duties Carrying out security procedures for School buildings and grounds, supporting the site manager on alarm call outs. Opening and closing of School premises, including gates, doors, windows, fire exits etc., for the purpose of School use, lettings, out of School hours function, maintenance and emergency services. In the absence of the Site Manager, regularly checking and recording the operation and function of alarms Ensuring emergency exits are not obstructed. Liaising as necessary with the emergency services, including calling out emergency services as required. Reporting acts of vandalism to the Site Manager and Business Manager. To assist with locking / unlocking school buildings and areas when required, to ensure the school site is accessible when needed and secured correctly. Acting as 1st Key holder / call out in the absence of the Site Manager. Act as a Fire Marshal In the absence of the Site Manager, assist the School Business Manager in the management of on-site contractors. LETTINGS Complying with instructions concerning letting procedures and carrying out as per lettings agreement, policy and procedures. Where requested, be on site during the course of lettings. Assist with lettings organised by the school, including the setting out and putting away of any equipment and / or furniture as required by the let. Carry out, as required by the agreement, any necessary cleaning of areas. DELIVERIES I POST Take delivery of post, packages, stores materials and other goods and mark off delivery notes. Unpack and store stock as required. FURNITURE Move/build items of School furniture as required, with due regard to current Health & Safety and Lifting & Handling regulations. RESPONSIBILITY FOR STAFF Support the Site Manager, and in their absence the School Business Manager, in the supervision and management of the cleaning team, including recruitment, work allocation, meetings, checking work and reporting concerns CLEANING To clean allocated areas following the guidelines in the cleaners training pack. Carry out cleaning duties as required during the operational hours of the day including checking to ensure school grounds are clear of litter and other harmful materials (hypodermic needles, glass, toxic chemical bottles, dog foul, graffiti removal) Emptying vacuum cleaners and buffer vacuum bags. Cleaning and checking all equipment used after use, checking cables for wear and tear and storing away in safe area. Ensure mops, cloths etc., are washed and left to dry as appropriate. Assist in keeping chemicals and cleaning materials and equipment storage areas in a clean and tidy condition. To assist cleaning staff with outstanding duties, absences. Liaise with Site Manager to monitor and review the allocation of hours for school against the floor plan area. Ensure correct allocation of work areas for cleaners in line with hours of work to effectively and efficiently manage the school cleaning requirements. Ensure all areas are cleaned to a high standard Manage waste removal from site as per contracts. Alongside the Site Manager, be responsible for the daily supply and availability of all hygiene materials and liaise and ensure orders are place before stock is exhausted. Ensure that cleaning machinery and equipment is maintained as equipment guidelines. Carry out generic risk assessments regularly. Attend training and provide staff with relevant training in relation to Health and Safety and COSHH. Work with and in co-operation with cleaning staff / contractors during school holidays to undertake ‘deep’ cleaning of school, for example varnishing / painting floors, cleaning windows. ELECTIONS Work with the Site Manager to ensure school complies with instructions with regard to arranging the necessary facilities for the School to be used as a Polling Station as required by the Returning Officer. EMERGENCIES (some examples are) Clean sickness and spillages as required. In liaison with the Site Manager, deal with, or arrange to be dealt with all bursts, leaks, floods, fires and breakages as appropriate. In liaison with the Site Manager, deal with, or arrange to be dealt with, all electrical and gas emergencies, making safe initially by turning off supply and report to Site Manager/Business Manager/Headteacher. Ensure access for emergency services, assist as necessary and secure premises as required. Monitor any repairs etc with contractors if Site Manager is not on site at their time of work. INTERNAL MAINTENANCE Report all defects which require specialist repair, inspect electrical fittings and report defects as required. Replace lamps and domestic fuses as required. Regularly inspect plumbing and report/repair defects as appropriate, synchronise clocks, time switches etc., as required. Undertake minor repairs to fixtures and fittings including desks, tables and chairs as appropriate. Order and take delivery of materials to deal with repairs mentioned above. Subject to safety regulations, redecoration of any area, agreed as reasonable. Remove graffiti etc. Maintain and carry out minor repairs to School equipment. Cleaning and maintenance of carpets, upholstery and flooring. Carry out minor works in order to improve the site. Set up and clear away chairs in the school hall as required. Attend appropriate training. Carry out generic risk assessments as required. EXTERNAL MAINTENANCE Maintain cleanliness and general tidiness of all external hard areas. Empty litter bins when required. Clean and clear all drains and gullies to ensure effective and healthy operation. Help the Site manager to ensure footpaths, car parks and paved areas are kept in a clean and tidy condition. Report/repair defects as appropriate. Undertake designated gardening duties. Support the Site Manager to clear leaves, snow, ice, moss and detritus as appropriate including treatment of surfaces with salt etc. (Following guidelines issued by Dudley MBC Health & Safety Officer) Carry out minor works in order to improve the site. Carry out generic risk assessments as required. HEALTH AND SAFETY To work with the cleaning team to ensure they adhere to COSHH regulations. Ensure that any contractors visiting the site when you are on duty, are shown a copy of the Asbestos Register and procedures are followed. Ensure any contractors performing hot works when you are on duty, follow the correct procedures. Ensure that any contractors visiting the site when you are on duty, are made aware of the school policy in relation to smoking, of the fire evacuation procedure and park in a designated area. Liaise with the Site Manager and School Business manager to ensure any risk assessments and method statements from third party contractors have been received prior to them starting work on site. Ensure all visitors/contractors on site when you are on duty, only enter in accordance with KCSiE as regarding DBS clearances. Continuously monitor compliance with health & safety regulations, reporting any concerns to the Site Manager, Business Manager, Headteacher. Check exit doors are unlocked and that escape routes are free of obstruction on a daily basis In the absence of the Site Manager, work with the School Business Manager to undertake all statutory testing and checks are carried out-including: fire alarm and equipment checks etc. Work with the Site Manager to ensure water flushing outlets are completed weekly, especially when school is not in full use OTHER DUTIES Check and respond to emails from staff regarding small jobs, repairs and maintenance. Assist with PTA events. Putting up and down of stage. Meter readings in the absence of the Site Manager. Liaise and greet contractors. Control heating and report defects. DUTY HOURS The working day in term time is 16 hours per week. To be worked as follows: Monday 3.00pm - 6.12pm Tuesday 3.30pm - 6.42pm Wednesday 3.00pm - 6.12pm Thursday 3.30pm - 6.42pm Friday 3.30pm - 6.12pm The hours of work can be varied during the School holidays – depending on contractors/cleaners needs, to be negotiated with the Site Manager. There will be regular evening lettings for which overtime will be paid, based on the hourly rate of the Assistant Site Managers salary. The school has a commitment to working with the community.
