Description: To ensure THOR's UK site's Health, Safety and Environmental processes and procedures associated with our chemical manufacturing, storage and distribution business aspects are carried out in accordance with Company policy statements, management systems and all statutory obligations. This is an exciting role and challenging role, working closely with the Production Team, Warehouse, Regulatory Team, Engineering and Laboratories. The HSE manager is responsible for planning and coordinating all HSE activities across the THOR UK site, including updating and maintaining our site philosophy for continuous improvement as a top Tier COMAH site. This covers a range of processing from batch manufacturing, dispersion to complex semi-continuous reactive chemistry and fully automated reactive chemistry. To ensure the whole plant and its processes operate to world class standards of efficiency and effectiveness whilst maintaining safety, environmental and quality standards. Requirements: Health & Safety Qualification NEBOSH Certificate / Diploma required as a minimum. Ideally degree qualified in Process Safety, Chemistry, Chemical Engineering or closely related scientific discipline is preferable, 5-10 Years’ experience of active engagement with COMAH at Upper Tier Site & Environmental Permitting Regulations Strong, self-driven leader with demonstrated ability to proactively drive, manage and grow an operations and multi discipline teams. High levels of diplomacy, communication and emotional intelligence, awareness and understanding. A working knowledge and experience of quality management systems, standards, procedures and internal auditing. Computer literacy (Microsoft Office, Teams, Word, Excel, Outlook) is essential. Principal Responsibilities: To champion, administer and review, in conjunction with other departmental managers, the COMAH regulations in order to maintain the THOR UK's Upper Tier status. To be a key stakeholder of the associated COMAH disciplines, Maintaining and updating the COMAH safety report, attendance at all safety studies including but not limited to MATTE assessments, DSEAR assessment, Functional safety HAZOP,PHA,LOPA, Human Factors RA and MAH. Audits against each department for compliance. With a safety first approach, take an active role in the site emergency response teams and site/main incident controller. To be the principal liaison for Intervention Audits for Internal & External Stakeholders ( competent authorities). To coordinate the Company’s Integrated Management Systems with regard to ISO 14001 and ISO 45001 in conjunction with the Quality Assurance Manager to comply with relevant statutory obligations and internationally recognised standards. To manage and monitor all environmental aspects of site in accordance to COMAH, EPR and ISO 14001 To review, update and issue new SOP’s, Procedures related to this discipline as needed. To set and monitor KPIs for HSE, to be held accountable for the delivery of those targets. To support and advocate COSHH assessments on site, occupational health, PTW risk assessment on site. To be Chairman & facilitator of the Site Health & Safety & Operational & Committee Meetings, to ensure continuous improvement. To be the key stakeholder in the Site Health & Safety Management by active and personal engagement with all employees. To maintain contact with the Senior Management team on site with regular updates on significant actions arising from principal responsibilities. To provide or facilitate in-house training in connection with H&S,E aspects to support or promote H&S, Integrated Management System, to put safety first and improve the Site Safety Culture, COMAH, and Environmental Management. To be a key stakeholder in incident, accident and near miss investigations and completion of the needed actions, as well as to lead teams to ensure lessons are learned from previous events and to fully communicate the outcomes. To run regular checks / audits on the Health & Safety Management Systems for fitness and suitability To implement, monitor and maintain the Company’s current EPR authorisations and any additional environmental legislative requirements as required/ necessary. To file, report and maintain the company’s obligations with respect to the site COMAH, Environmental, Waste, Packaging and EPR aspects in accordance with current legislation and standards. To manage waste disposal / recycling activities on site in a sustainable manor, and be responsible for the arrangement and supervision of site waste/ hazardous waste disposal requirements. To be the principal stakeholder for Producer Responsibility Obligation (Packaging Waste) Regulations To be an active stakeholder for Management of Change Processes To assist and facilitate the H&S and environmental management system internal audit programmes. To prepare and distribute the Key Performance Indicators with respect to Company HS&E performance. To represent the Company at relevant seminars and or industry events as appropriate. To be the nominated Company DGSA advisor To participate in any additional duties requested which are required by the Company and deemed reasonable and within your capabilities to perform. To carry out specific duties and responsibilities detailed in the current Company policy statements and procedures, with particular emphasis on those relating to environment, safety and health. To ensure that both your individual and management responsibilities for safe working practices with due regard to current health & safety and environmental legislation and current Company requirements are adhered to and maintained at all times during the course of employment.
