Director of Financial Strategy (Fixed Term)

Lancashire and South Cumbria Integrated Care Board (ICB) is recruiting a Director of Financial Strategy to lead the development of the system's long-term revenue and capital financial strategy. Reporting to the Chief Finance Officer, you will provide senior strategic advice and robust financial modelling to support investment decisions, service transformation, health inequalities reduction and sustainable delivery across the Integrated Care System.

Medium-term financial strategy (revenue, capital, workforce, transformation)

Strategic support for major service transformation and investment/disinvestment cases

Leadership for productivity and efficiency programmes

Governance, assurance, risk management and statutory stewardship

Senior system finance leadership with NHS England/partners and contribution to regulatory processes

Main duties of the job

Lead development and delivery of the L&SC ICB multi-year financial strategy, aligned to statutory duties and regional expectations.

Advise the CFO, Chief Executive and Board on sustainability, risks and opportunities.

Lead long-term modelling and scenario analysis; set consistent planning assumptions across revenue, capital, workforce and transformation.

Provide financial leadership across LSC Places, supporting aligned plans and effective place-based arrangements (delegated budgets, incentives and risk-sharing) to maintain system control and reduce health inequalities.

Work with providers to align medium-term plans, support recovery trajectories and sustainable clinical models, and apply enhanced financial oversight where required.

Support development and prioritisation of the system capital, estates and investment strategy with providers, Places and NHS England.

Lead/oversee productivity, efficiency and transformation programmes; ensure savings are credible, benefits realised and non-recurrent risks managed, and value for money informs decisions.

Ensure robust financial governance, assurance and risk management; support statutory responsibilities for control, balance and stewardship; act as senior interface with NHS England finance teams.

Provide visible, inclusive leadership across system finance/strategy and contribute to corporate and system leadership beyond finance

Job responsibilities
The role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions:

Lead the development and delivery of the ICBs multi-year financial strategy, ensuring alignment with relevant local organisational strategies and national NHS plans & priorities.

Oversee development of long-term financial models, including scenario analysis and options appraisal to inform strategic planning and investment decisions particularly regarding prevention and shift left activities thus supporting the organisation in reducing health inequalities.

Support the evolution of place-based financial arrangements, including budget delegation and reporting, and development of incentives that support delivery of local priorities including partnership agreements such as the Better Care Fund.

Promote and embed decisions that are value for money, outcome-based with consideration of allocative efficiency across the system.

Work with local, regional and national partners, through the development of the system capital and investment strategy to optimise use of capital, estates, and digital investment to support service transformation.

Person Specification
Qualifications

Master's degree or equivalent level of expertise in strategic management, leadership or relevant specialty. Evidence of extensive senior leadership and professional development. Relevant professional registration where required.

Executive leadership training (e.g., NHS Leadership Academy). Qualification in organisational development, coaching, or advanced change management.

Experience

Extensive senior leadership experience in a complex organisational, regional or system environment. Proven track record of system-level influence and strategic decision-making. Extensive experience developing and implementing long-term strategy. Extensive experience leading high-value budgets, complex resources and organisational-wide portfolios. Experience working with Board members and contributing to corporate governance. Demonstrable experience leading large-scale transformation across multiple stakeholders.

Experience working with national bodies (NHS England, regulators, government departments). Experience shaping regional or national policy. Experience leading large multidisciplinary teams or specialist professional groups.

Knowledge and Skills

In-depth knowledge of strategic management, system leadership, organisational governance and regulation. Highly advanced communication, influencing and negotiation skills, able to work at political and executive levels. Ability to interpret complex information and make high-risk, high-visibility decisions. Strong financial acumen and understanding of strategic resource management. Ability to lead change and transformation at scale. Deep understanding of NHS policy, legislation and statutory duties.

Knowledge of improvement science, innovation methodologies and digital transformation. Understanding of population health, health inequalities and integrated care models.

Personal Attributes

Ability to travel across the system as required. Ability to work flexibly to meet organisational priorities.
