Discover a range of exciting opportunities to become a part of our expanding Property Team. We are currently looking for enthusiastic individuals to join us as either Part Qualified Assistant Asset Management Officer, Graduate Asset Management Officer or Asset Manager.

GRADE & SALARY: Grade 6 with career pathway progression:

* Assistant Asset Management Officer (Assistant Estates Surveyor) – Part Qualified Grade 6 (£28,142 to £31,022)
* Asset Management Officer– Part QualifiedGrade 7 (£32,061 to £35,412)
* Asset Manager – Qualified Grade 8 (£36,363 to £40,777)

CONTRACT: This is a 37 hours a week permanent post, working 4 days a week with 1 day a week study leave.

"EARN WHILST YOU LEARN" – ASSET MANAGER (ESTATES SURVEYOR) TRAINING OPPORTUNITY

What does an Asset Manager (Estates Surveyor) do? they support the delivery of high-quality estate and strategic asset management services while undertaking formal training towards professional qualification. The role provides hands-on experience across a range of property management functions and contributes to the effective administration of the corporate estate, the management of property and land within the Council's ownership, which includes:

* Managing sales and lettings of Council owned land, including placing advertisements, instructions to external valuers and liaison with legal and finance services
* Negotiating rent reviews and renewals of leases and licenses
* Carrying out inspections of properties with regards to repairs, maintenance and dilapidations
* Responding to requests for easements and licenses in respect of Council land and property, including liaison with other Council services and legal services
* Maintaining and updating the Council's property database to ensure that records are accurate, up to date and complete and compliant with statutory requirements.
* Monitoring and ensuring statutory compliance is maintained across the Council's assets
* Responding to enquiries from the public and provide information regarding property issues
* Overseeing procedures to deal with encroachment onto Council land
* Liaising with the Council's finance and legal functions with regard to the recovery of rent arrears and other debts

Trainee Assistant Asset Management Officer – Part Qualified - Grade 6 (£28,142 to £31,022)

This is a career pathway role, where you will have the opportunity to "earn while you learn" working on the job and receiving a full-time salary, whilst undertaking a comprehensive training program, providing the perfect opportunity to gain work experience and learn on the job, whilst completing your studies and earning a competitive salary at the same time.

To qualify for this role, you will be educated to degree level or equivalent in a related subject to enable enrolment onto the BSc (Hons) Real Estate Management or equivalent professional training course to complete the associated modules required to undertake the role. The fully funded undergraduate degree programme comprises of 18 modules including a project module and is accredited by RICS (Royal Institute of Chartered Surveyors). The part-time study route is designed for working professionals with flexible study options to fit around your work. The programme takes 4 to 4.5 years to complete. You will also be able to demonstrate a good understanding of, and a strong interest in a career in Property Management as well as able to demonstrate knowledge, understanding and/or experience of best practice in respect of estate and asset management.

You will be proficient in IT, specifically Microsoft Word and Excel, Publisher and Outlook and able to undertake accurate measurements whilst understanding plans and maps. A full, clean driving license and access to a motor vehicle are also required.

Key Duties:

* Undertake Professional Training
* Assist with general estate and strategic asset management duties.
* Measure and inspect properties or land either on-site or from plans.
* Assist with surveys related to disposals and other purposes (once proficient).
* Apply knowledge to carry out basic valuations for approval.
* Support report and briefing preparation for estate and asset management issues.
* Manage a caseload under supervision, focusing on landlord and tenant matters.
* Interpret leases, legal documents, and ensure compliance with property legislation.
* Maintain and update asset records using relevant systems to support compliance and efficiency.
* Liaise regularly with legal, finance, and building maintenance teams.

Asset Management Officer – Part Qualified Grade 7 (£32,061 to £35,412)

Once you complete two thirds of the professional qualification (Approximately 3 years), you will be eligible to progress to the Part Qualified Asset Management Officer role, with progression through the salary range continuing once you have graduated. Finally, after successful completion of the Assessment of Professional Competence (APC) and you are granted Membership of the Royal Institute of Chartered Surveyors, you will progress to the fully qualified Asset Manager role.

You will be committed to undertaking related professional study to obtain membership of the Royal Institution of Chartered Surveyors (RICS) as determined by the training contract.

Key Duties:

* Work towards RICS (MRICS or FRICS) qualification and maintain a portfolio of evidence for membership submission.
* Assist in managing a diverse property portfolio (including farms, industrial, leisure, retail, and ancient monuments).
* Handle property acquisitions, disposals, and negotiations related to Council-owned land and buildings.
* Support timely completion of rent reviews, lease renewals, and lettings to maximise income and reduce financial risk.
* Interpret and apply landlord and tenant legislation, contracts, and lease terms.
* Contribute to and support delivery of the Council's Community Asset Transfer (CAT) policy, including negotiation and documentation.
* Undertake site visits for inspections, viewings, and meetings related to acquisitions, disposals, and general property matters.
* Carry out valuations for various purposes including asset valuation, lease events, reinstatement, and development appraisals.
* Provide technical property advice to internal stakeholders and project teams.
* Manage a personal caseload, prioritise tasks, and work independently while referring complex issues as needed.
* Contribute to wider projects across the council providing expert property input.
* Maintain up-to-date property records and ensure compliance with current legislation and internal procedures.
* Assist in budget monitoring and management for the Council's corporate estate.
* Maximise capital receipts and ensure best value in property transactions.
* Negotiate with tenants, landowners, surveyors, developers, and government bodies on property-related matters, including disputes and compensation claims.

The Part-Qualified Assistant Asset Management Officer / Graduate Asset Management Officer roles offer a career grade position, with successful candidates appointed based on their relevant experience, registration with the Royal Institution of Chartered Surveyors (AssocRICS, MRICS, or FRICS), current competency level in line with estate management regulations, and membership of a recognised professional body such as the Royal Institution of Chartered Surveyors (RICS).

Asset Manager Grade 8 (£36,363 to £40,777)

After fully qualifying via the career pathway or already being qualified to degree level in a Real Estate Management or equivalent professional training course and achieved membership of the Royal Institute of Chartered Surveyors (RICS) or CABE, you will be eligible to apply for the Asset Manager post.

Key Duties:

* Manage the Council's diverse property portfolio including farms, industrial units, leisure facilities, retail, offices, housing, and ancient monuments—covering acquisitions, disposals, valuations, and property-related negotiations.
* Lead lease and tenancy processes such as lettings, rent reviews, and renewals to optimise income and ensure timely execution.
* Provide professional property advice to internal departments, stakeholders, and project teams, supporting strategic decision-making and service delivery.
* Deliver Community Asset Transfers in line with Council policy, including stakeholder engagement and legal coordination.
* Undertake site inspections and meetings related to acquisitions, disposals, and property management across the Council's estate.
* Negotiate with external parties including landowners, tenants, developers, and statutory bodies, resolving disputes and securing best value outcomes.
* Support compulsory purchase and compensation claims, ensuring compliance and maximising capital receipts.
* Collaborate across departments (Legal, Finance, Maintenance) and contribute to team development, fostering integrated working and knowledge sharing.

A full, clean driving license and access to a motor vehicle are necessary requirements for all positions.
