SENIOR TECHNICAL SAFETY ENGINEER
Our client, a global oil and gas operator is seeking an experienced Senior Technical Safety Engineer to join their team in Aberdeen. This is an initial 12 Month PAYE contract based in Aberdeen with hybrid working.
JOB SUMMARY:
This position is required to support the delivery of the Technical Safety workplan, delivery of the Technical Safety Assurance programme and for the provision of day-to-day Technical Safety support to Operations and the wider UK business. The role will interface with several functions including Onshore & Offshore Operations, Engineering Delivery, Maintenance & Integrity, Drilling & Completions, Supply Chain, etc. to ensure connection and alignment with the overall business strategy and objectives.
The Senior Technical Safety Engineer is a senior role providing Subject Matter Expertise for all aspects of Technical Safety. The role will delegate for the Technical Safety Manager / Technical Authority on an as required basis. The Senior Technical Safety Engineer will need to have the skills and abilities to engage with a wide range of stakeholders (from managers through to the offshore workforce) and be able to explain and justify technical safety decisions which may affect the operation of the offshore facilities to ensure safe and stable operations are always achieved.
JOB DUTIES/RESPONSIBILITIES:
The Technical Safety team responsibilities are wide ranging and span the following areas:
Delivery of the Technical Safety workplan
Day to day Technical Safety support to Operations (3 assets)
Review and implementation of New Knowledge and Information
Assuring Legislative Compliance including ALARP
Continuous Improvement including Management System updates.
Supporting Projects / Modifications including Technical Safety aspects for COMOPS
The general responsibilities of the Senior Technical Safety Engineer include but are not limited to:
Deliver the Technical Safety workplan to ensure effective support to the business.
Develop and maintain positive and constructive relationships with key internal stakeholders e.g. OIMs, Asset Managers, O&M teams, D&C teams, etc.
Carry out regular installation site visits to liaise with offshore personnel to build and maintain an effective working relationship with the offshore community.
Be actively involved in regulator inspections attending technical meetings, reviewing regulator inspection findings as applicable.
Ensure technical conformity and compliance with regulations, directives and company engineering standards.
Delegate for the Technical Safety Manager / Technical Authority, as required.
Represent Client's on various external industry bodies with the purpose of keeping abreast of best industry practice, technical issues, new and revised regulation and guidance.
The Senior Technical Safety Engineer position has specific responsibility for the following:
Managing the asset Safety Cases in accordance with Safety Case Regulations
Management and delivery of COMOPS notifications
Upkeep of the QRA models and formal safety assessments supporting the major hazards assessment
Delivering input to the MAH KPI Tool and monthly report
Assessing the reportability of hydrocarbon releases
Risk assessment procedures such as Non-Standard Operations NOPRAS, OPRA, SARA, etc
Formal Safety Assessment procedures such as HAZOP, HAZID, LOPA etc
Supporting the organisation in providing assurance of continued suitability of controls to MAH
Setting technical standards for both safety & environmental critical and non-safety & environmental critical systems within their discipline
Performing major accident hazard studies
Updating and maintaining technical safety related Performance Standards
Performing availability & reliability studies for SECEs
Support day to day operations - ORAs, ad hoc risk assessments, provide advice & guidance.
Manage 3rd party consultant scopes of work.
Understand and apply the principles of ALARP
Understand and apply the principles of Process Safety Management
Addressing in-service Verification Findings, as reported by the CPEL Independent Competent Person
Addressing audit findings
Supporting the audit & assurance programmes
Provide input to the Engineering Management of Change process as required for modifications / projects
TAR support
QUALIFICATIONS/TRAINING:
Degree in an appropriate Engineering or Science subject
Chartered Engineer desirable
Proven track record in delivering MAH management and Technical Safety Engineering across asset lifecycle.
KNOWLEDGE/SKILLS/EXPERIENCE:
Previous experience in a similar role, preferably gained within the oil and gas industry
Proven track record of identifying and developing sound and innovative technical solutions
Knowledge of associated technical/engineering disciplines
Technical proficiency in IT programmes/systems e.g. Excel, SAP MMS, engineering software
Familiar with UK industry regulations relating to the oil and gas industry
Experience of dealing with regulators and industry workgroups
Effective relationship-builder at all levels, internally and externally
Effective communicator both written and verbal
Proven track record of delivering to a deadline, a 'Completer Finisher'
Ability to take a plan or strategy and deliver it effectively, an 'Implementer'
Ability to make timely robust risk-based decisions based on partial information
