£52,466 per annum – Grade 9

Leeds / Hybrid Full time / Permanent - 37 hours per week

Join our ambitious and fast‑growing Regeneration Team as a Programme Manager and play a key role in shaping sustainable, inclusive growth across West Yorkshire. As part of the Combined Authority’s Policing, Environment and Place Directorate, you will help drive forward a diverse portfolio of housing, economic infrastructure and development programmes. Working closely with Local Authority partners and a wide range of stakeholders, as Programme Manager you will support the efficient delivery of major infrastructure schemes aligned with the Climate Emergency Plan, the West Yorkshire Plan and the West Yorkshire Local Growth Plan. This role will offer you the chance to contribute to high‑impact projects from day one, with an initial focus on flood mitigation schemes funded through our delegated infrastructure budget. As Programme Manager, you will also have the opportunity to influence and manage activity across a varied and exciting programme, including major housing initiatives, employment sites within Enterprise and Investment Zones, and cultural and other high‑profile developments backed by a significant devolved budget over the next four years.

The Role

Reporting into the Implementation Lead, your key responsibilities will include:

· Leading the Project Management, planning and delivery of medium/high profile mainly place-based and regeneration infrastructure and development projects delivered through line management of other project team members including Project Managers and Project Officers.

· Responsibility for the procurement, appointment and management of technical and commercial consultants, suppliers and contractors, together with the provision of technical input and support to projects as ‘intelligence client’.

· Using your knowledge and expertise of key contractual and technical requirements to manage issues arising from matters such as construction, land acquisition and funding agreements with partners and developers and ensuring compliance with regulatory and contractual matters in respect of Construction Design and Management Regulations and NEC4.

About You

You will have the following key skills, attributes, education, and experience:

· Hold a degree in a relevant field, or relevant demonstrable practical experience and a relevant Professional Qualification (e.g. PRINCE2 Practitioner, RICS, ICE, IHT, APM, CIOB, etc.)

· Experience of partnership working with the public, third sector and commercial sectors, managing programmes of activity and setting and managing performance targets.

· Practical experience of successfully performing in a similar role in regeneration, planning or development environments.

· Strong communication skills with the proven ability to influence, negotiate and challenge including experience of reviewing and supporting business case development to ensure compliance with HM Treasury ‘Green Book’ and preparing reports to a range of audiences.

· Demonstrable experience of successfully managing budgets in line with programme requirements and dependencies, monitoring against targets and identifying risks to delivery and applying contingency measures where needed.
