Main purpose of the position:
The Adult Social Care Service aims to help individuals achieve outcomes that matter to them, promoting wellbeing and independence through statutory and non-statutory interventions, and supporting them to reduce or delay their need for Care and Support.
The Operational Manager will directly manage social work teams and contribute to leadership, quality assurance, risk management, and safeguarding within Adult Social Care. They will support senior management in delivering high-quality services and fostering effective integration between health and social care through collaboration with stakeholders and partners.
Responsibilities include:
1. Meeting statutory duties under the Care Act 2014, Mental Health Act 2007, and related legislation for adults with care and support needs and their carers.
2. Leading a team to provide assessment and Adult Social Care services, ensuring assessments are strength-based and holistic.
3. Ensuring effective risk management, decision-making, and preventative work to promote wellbeing while safeguarding individuals.
4. Demonstrating systems leadership by working with partners and professionals across health and social care sectors, and supporting strategic planning.
5. Chairing safeguarding strategy meetings and supporting staff involved in safeguarding investigations, including participating in MARAC, MAPPA, and VARAC rotations.
6. Responding to complaints and FOI requests constructively, sharing lessons learned.
7. Managing budgets within delegated authority, aligned with financial regulations and value-for-money principles.
8. Contributing to budget planning and financial strategies for the organization and ASC programs.
9. Planning and deploying resources effectively to meet service needs and organizational priorities.
10. Providing leadership to ensure evidence-based assessments, accessible care, and continuous quality improvement.
11. Recruiting, motivating, training, and developing staff, including coaching, mentoring, and performance reviews.
12. Addressing performance and conduct issues promptly following employment policies.
Skills and Experience:
* Extensive experience in assessment and care support functions within social care or health settings.
* Knowledge and application of early intervention and preventative strategies.
* Ability to work collaboratively, leveraging partnerships and adopting a strength-based approach.
* Strong organizational skills to manage competing priorities and meet deadlines.
* Resilience, sound decision-making, judgment, and problem-solving abilities.
* Analytical skills to interpret data and generate reports.
* Knowledge of quality assurance and service improvement.
* Ability to reflect on practice and professional development.
* In-depth understanding of legislation such as the Care Act 2014, Mental Capacity Act 2005, and Safeguards, and their practical application.
* Social Work qualification recognized by Social Work England or equivalent professional qualification in nursing or occupational therapy with relevant ASC experience.
* Current registration with Social Work England or an equivalent body.
* Ability to work across different Adult Social Care pathways, including Early Intervention and Long-Term Care.
