Overview

This is a non-operational specialist role based within establishments and line managed by the Senior Health Safety and Fire HS&F Advisor within the National Service - Estates, Health, Safety, Litigation and Safety Group HSF&L Team. The role supports national plans and systems for the effective management of HSF and Litigation, providing first-line advice and support and coordinating establishment administration and management systems in line with national policy. There are no line management responsibilities.


Summary

The post manages the delivery of health, safety and fire management, liaising with state-managed teams, providing guidance, training and support to SMEs, staff, prisoners, contractors and visitors, and ensuring investigations are conducted timely. The holder has full access to all work areas, plant and equipment.


Responsibilities, Activities and Duties

* Administer, manage and assure all accident, assault, near miss and fire incident records, investigating complex incidents, collating sensitive information, obtaining evidence and recording findings in the Sphera system.
* Administer and manage the DSE training and assessment software, conducting individual DSE assessments and advising managers on ergonomic assessments.
* Provide health, safety and fire safety training and assessment, including learning plans and quality assurance.
* Support delivery of the risk management model within the HSF&L Governance Strategy, advising senior management on dangerous conditions.
* Produce, review and monitor establishment FRA’s, report and manage identified risks.
* Manage and coordinate fire safety arrangements, plan and execute drills, liaise with Fire and Rescue Service.
* Support compliance functions including immunisations, RIDDOR incidents, first aid assessment, RPE training and arson and PEEP measures.
* Review projects with senior stakeholders, conduct site visits and pre-start meetings, provide technical advice based on policy.
* Collaborate with MoJ Estates colleagues on audits, contribute to Estates meetings, submit Plant FMs, New Work Requests and EIPs for unsafe conditions.
* Monitor HSF&L contingency planning, assist in development and testing of contingency plans.
* Conduct HSF tours, verify compliance, ensure staff awareness of risk assessment process and SSOW, perform fire evacuation exercises.
* Assist regional litigation teams in collecting relevant information and documentation for legal defence.
* Contribute to PHASE checklists, support SHSFA in risk register and data collation.
* Ensure all staff receive health, safety and fire induction.
* Attend morning meetings, report concerns and act on incidents.
* Support production of incident, risk and compliance data for HSF&L committee meetings.

Technical Requirements

* Minimum NEBOSH General Certificate or equivalent within 2 years of appointment.
* HMPPS Fire Risk Assessment qualification.
* RPE Training Qualification upon appointment.
* Associate membership of IOSH within 2 years; Technical Membership in 2–5 years.
* Technician Grade of the Institute of Fire Engineers within 2 years; maintain 25 hours CPD per year.
* Engineering Technician (EngTech) grade; registration on Institution of Fire Engineers Fire Risk Assessors register.


Ability

* Effective and assertive communication with staff at all levels.
* Work to tight deadlines, prioritise workload.


Working Arrangements & Further Information

Hybrid Working arrangement is provided where business need allows, blending home and office workloads within the UK. Full‑time working hours are 37 per week. Part‑time, flexible and job‑sharing arrangements are considered. Loans or secondments may be available for suitable NPS employees.
