We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, barrier removal, and ensure delivery aligns with the business case to provide value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating with others to drive value for money, and influencing ongoing investment.
Key Tasks:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and owning the change control process.
* Supporting the Programme Manager to assure changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The Team:
The Digital, Innovation and Programmes team is responsible for the Digital Strategy and its implementation across E&B, setting strategic direction for digital services that transform regulation.
You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to shape user-centered online services and digital platforms for efficiency, simplicity, and speed.
Experience/Skills Required:
* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Procurement experience, including purchase order raising.
* Experience with business cases, approval routes, and change control processes.
* Experience in digital programmes is beneficial but not essential.
* Awareness of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information:
You will have incident management objectives, with support and training provided. The role is flexible with a national working location, and some travel may be required.
