Job Details We are looking for a Circular Economy Strategy Officer to lead the development and delivery of circular economy and waste prevention strategies across Fife. This role focuses on reducing waste and improving resource efficiency through interventions including waste reduction, reuse, repair and recycling. You will provide expertise to the Council and external partners, supporting the transition to a more sustainable, circular economy. The role will involve developing and implementing corporate strategies, policies and plans, alongside undertaking research, audits, performance reporting and project management to deliver measurable outcomes. This is not a policy role on the sidelines. You will lead work that directly influences how a large, complex council reduces waste, improves recycling and responds to major national reforms such as EPR, DRS and Circular Economy legislation. The decisions you shape here will impact services, communities and investment across Fife. Key responsibilities: Develop and implement Waste & Resources Strategy. Provide policy advice and respond to national consultations (EPR, ETS, DRS). Prepare reports and briefings for senior leadership and members. Develop performance frameworks and monitor outcomes. Lead stakeholder engagement and partnership working. Deliver projects and business cases for service improvement. Support behaviour changes and communications activity. Working for Fife Council: You will join a service delivering high‑profile environmental priorities across Fife, supporting: Circular economy development. Waste reduction and recycling performance. Net Zero ambitions. Community and partnership working. You will work closely across services and with external partners to deliver sustainable outcomes that make a tangible difference to communities. The Person Essential: Degree (SCQF Level 9) in environmental or related subject. Strong knowledge of waste policy and legislation. Experience of policy development and stakeholder engagement. Strong analytical, reporting and communication skills. Ability to manage projects and deliver outcomes. Desirable: Professional membership (CIWM, IEMA). Experience in waste strategy or environmental programmes. Project management qualification (e.g. PRINCE2). Understanding of EPR, PackUk or recycling reforms.
