Overview
We are seeking a Manager to lead our Economic Crime Unit (ECU), which is part of the National Environmental Crime Unit (NECU). The successful candidate will lead a specialist team dedicated to removing the financial benefit from criminals. The ECU Manager will be the strategic lead for how we manage financial investigations to fulfil obligations under the Proceeds of Crime Act (POCA). The role requires proactive leadership with a focus on continually improving how we work.
Responsibilities
* Lead and manage two Team Leaders (Asset Denial Team and Money Laundering Investigation Team) and a Senior Financial Intelligence Officer, providing strong leadership, motivation, development, and performance management.
* Work collaboratively with internal teams (Investigatory Teams, Intelligence & Partnerships, Legal) and external partners (Police, National Crime Agency, HMRC).
* Influence at a senior level to ensure the Environment Agency’s priorities are supported and recognised by external enforcement agencies.
* Support the wider organisation in continually improving processes and increasing understanding of POCA legislation; share lessons learnt and input into changes to technical documentation; provide advice to enforcement officers nationwide.
* Contribute to the development of the ECU as part of the National Environmental Crime Unit and coordinate with national and local partners.
Team
The Economic Crime Unit is made up of two teams – the Asset Denial Team and the Money Laundering Investigations Team. These teams include Financial Investigators, Financial Intelligence Officers and Crime Analysts. The ECU is a nationally dispersed team working with enforcement staff and partners across the country and handles the most serious and complex criminality involving organised crime networks.
Experience and Skills Required
* Exceptional leadership skills, ideally with experience in leading a dispersed team.
* Strong understanding of financial investigations and the Proceeds of Crime Act (POCA).
* Experience in:
o Working in the law enforcement sector and understanding the National Intelligence Model
o Communicating effectively, delivering feedback, managing performance and building relationships with external stakeholders
o Working under pressure and prioritising a varied workload
o Identifying areas for improvement and leading changes to working practices
o Developing and enhancing the capability of a team and the individuals within it
Contact and Additional Information
This is a hybrid working role; you’ll work flexibly from home and your nearest office. There will be travel across the country for meetings and operational duties. Incident response is a central part of our work, and you may be required to have an incident role and be available to respond to incidents or provide business continuity support during an incident. Training and workplace adjustments will be available to support you.
