Job Description
Ability to manage and guide the team for specific programmes in developing and managing changes to baseline scope/budgets for projects and/or programmes and controlling forecasts, working alongside planning, risk, cost and leads and project personnel to ensure approved changes are incorporated. Provide an assurance and governance framework that enables senior management to assess confidently the cost, time, technical and quality impacts of proposed changes, enabling effective decision-making. Responsible for applying change and benefits management.
Responsibilities
* Lead the embedment and adminstration of a change governance regime, in alignment with Babcock procedures, which effectively supports the project team(s). Work with the project teams to support them in articulating the rationale, benefits, business case and operational impacts of proposed changes.
* Implement and maintain a change management process on the project and ensuring alignment with the business/contractual requirements, working with the PMO for baseline management and Commercial to ensure changes are fully reflected in the contract management tool (currently CEMAR).
* Management of the project change register and associated impact assessments
* Provide monthly change reports and associated analysis/narrative
* Ensure a full and detailed understanding and interpretation of the Customer requirements incl. Project gate and phase reviews iaw the Project Life cycle
* Develop and implement changes to the Project Baseline Budgets incl Control Account Plans/Responsibility Assignment Matrix and WBS Dictionary (SOW)
* Lead on the continuity between estimating, planning and project delivery
* Develop and maintain Project Assumptions/Exclusions and Dependencies logs
* Ensure that the schedule is cost loaded in line with the Baseline budgets
* Ensure project EACs are aligned with implemented changes.
* Govern alignment of integrated schedule to project change register and budgets/forecasts
Knowledge, Skills, and Experience
Qualifications
Minimum HNC level qualification in a related discipline and/or Change Control management
* Minimum 5 years project controls experience some of which in change control estimating / change control engineering in an appropriate sector (nuclear, process engineering, oil & gas or civil engineering)
* Sound knowledge of recognised project management and controls principles including Earned Value Management
* Good knowledge of the uses of commercial tools e.g. CEMAR
* Security Clearance
