This is an exciting opportunity to play a leadership role within the System Coordination Centre (SCC), supporting the coordination and resilience of urgent and emergency care across the system. As an SCC Commander, you will provide oversight, decision making and effective system leadership during periods of increased operational pressure, to support system partners in ensuring patient safety and equitable access to care. Please Note: This is a temporary opportunity being advertised to enable continuity of this business critical service during a period of organisational restructuring. Colleagues internal to SSOT & STW ICB's who meet the person specification will be given priority if they meet the person specification. As an SCC Commander, you will oversee the day to day coordination of system responses, maintaining clear oversight of risks, capacity and performance across urgent and emergency care. You will act as a central point of escalation, ensuring timely, proportionate actions are agreed and delivered in partnership with providers and system leaders. The role requires strong situational awareness and the ability to analyse complex information quickly, balancing competing priorities to support safe, effective decision making. You will facilitate clear communication, provide direction where required, and support collaborative problem solving across organisational boundaries. You will be expected to work confidently under pressure, remaining composed, resilient and solution focused, particularly during dynamic or escalating situations. Building strong working relationships, challenging constructively, and maintaining a consistent focus on patient safety and system flow are central to the role. The SCC Commander will contribute to continuous learning by identifying themes, sharing insights and supporting improvements to system processes and resilience. The Shropshire Telford and Wrekin Integrated Care Board (ICB) and Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area. New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if working from home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations. Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided. Location: The ICB is currently consulting with its workforce on proposed changes to contractual base locations and hybrid working arrangements, in order to support closer working as a cluster by moving to a consistent hybrid working model, using a hub and spoke approach with Keele Innovation Centre as the main ICB headquarters, alongside local hubs currently located in Wellington, Burton and Smithfield. The SCC Commander working with the SCC Senior Lead is responsible for providing operational command and control across the UEC system including during periods of pressure and escalation. The postholder will maintain real time oversight of UEC demand, capacity and risk, ensuring a clear system wide situational picture is established and communicated. Key responsibilities include coordinating timely system responses to emerging pressures, supporting effective patient flow, and enabling proportionate actions to mitigate risks to patient safety. The SCC Commander will work closely with providers and operational teams to agree actions, remove barriers and support delivery across organisational boundaries. The role involves interpreting and triangulating multiple data sources, escalation reports and operational intelligence to inform decision making and escalation in line with UEC frameworks. The postholder will chair system calls, provide clear direction, ensure actions are tracked, and maintain shared situational awareness across the system. The SCC Commander will provide constructive challenge where delivery is at risk and support collaborative problem solving. The role also contributes to post incident review and system learning, identifying opportunities to strengthen UEC resilience and escalation processes. The post is 37.5 hours per week, worked over four shifts between 08:00–18:00, including weekends and bank holidays. Please see attached Job Description and Person Specification for full details.
