Job Description

This role in the National Portfolio Management Office will support the allocation of funding within our wider investment portfolio to ensure resources are effectively directed to achieve flood-related outcomes. The role involves collaborating with team members and external stakeholders, seeking technical input, and working with local teams to manage allocations. Additionally, the role will help ensure these programmes are well-managed and support activity to improve outcomes, particularly by developing new ways of working in preparation for a new investment programme starting in April 2026.

The role will involve:

* Supporting analysis of FCRM programme data to inform future allocation decisions
* Presenting information, risks, and issues to senior managers and boards
* Serving as a technical lead for allocation and funding
* Leading portfolio management activities
* Responding to technical queries through incident management and day-to-day tasks
* Supporting and managing the FCRM Refresh process

The role is based in the FCRM directorate within the Portfolio Management Assurance and Commercial department of the Portfolio Management Office. The team is responsible for allocating funding to FCRM investment programmes and managing performance at the portfolio level to meet corporate goals such as community flood protection. The team works in a fast-paced environment with various stakeholders within the EA and Defra, emphasizing collaboration, development, wellbeing, and inclusion.

Experience/Skills Required

Candidates should ideally demonstrate some or all of the following:

* Methodical working and attention to detail
* Ability to prioritize and manage workload effectively
* Calmness under pressure and initiative
* Data management and problem-solving skills
* Experience with data sets, spreadsheets, and analysis tools
* Ability to produce meaningful graphics and presentations
* FCRM or programming experience; portfolio management experience is a plus but not essential

Contact and Additional Information

The Portfolio Allocation, Analysis, and Development team is dispersed nationwide, so self-motivation and independence are essential. The role is hybrid, combining home and local office work, with occasional travel to Birmingham and London. All staff are required to undertake training and participate in incident response duties as needed, supporting communities and environmental protection. Further details are in the candidate pack.
