Referral and Progression Manager – Adult Skills

Job Description & Requirements

Manage a team of Adult Skills Referral and Progression Advisors to deliver a high-quality learner experience from initial engagement to exit. Meet learner start volume targets and progression outcome targets each month. Build strong internal and external stakeholder relationships to promote Maximus skills programmes that support people into employment.

Salary range: £37,500 to £42,500.


Essential Duties and Responsibilities

* Manage Referral and Progression Advisors against contractual KPIs, attitude, and team ethic to ensure maximum performance.
* Develop, implement, and manage action plans to address performance concerns.
* Train, mentor, and coach Advisors to deliver high-quality career and education guidance.
* Manage learner engagement processes to ensure CIAG delivery, meet start targets, and maintain retention.
* Support learners post-course to facilitate employment or further learning.
* Maintain accurate and up-to-date records of Advisor activities.
* Use MIS data to track performance, learner enrolment, caseloads, and engagement trends.


Partnership and Employer Engagement

* Lead a team to build relationships with external agencies to provide educational and employment opportunities.
* Identify opportunities with partners and employers to drive engagement and outcomes.
* Represent Maximus at sector events, meetings, and seminars.


Programme Development

* Collaborate with Employer Services and employers to develop relevant learning programmes.
* Work with delivery teams to implement programmes that meet learner and employer needs.


Supporting Learners, Employers, and Stakeholders

* Conduct reviews, focus groups, and forums to ensure programmes meet stakeholder needs.
* Represent Maximus at employer and stakeholder meetings.


Staff Development

* Ensure staff CPD related to occupational competence for delivering programmes.
* Participate in staff reviews and training needs assessments.


Quality Assurance & Compliance

* Adhere to Ofsted’s Education Inspection Framework and work towards 'Outstanding' ratings.
* Work with quality teams to ensure policy compliance.
* Ensure funding paperwork and progress are accurately captured for audits.


Key Contacts & Relationships

Internal: Operational colleagues, other MAXIMUS divisions.

External: Employers, agencies, stakeholders like JCPs, Business Networks.


Preferred Skills and Qualifications

* Experience in FE learner/employer engagement roles.
* Knowledge of FE/Skills sector.
* Strong network-building skills.
* English and Maths at least Level 2 (Functional Skills).
* Management qualification Level 3 or higher.


Desirable

* Level 4 teaching qualification (e.g., CTTLS).
* Level 3 Award in Assessing Vocational Achievement.


Individual Competencies

* Experience managing Referral and Progression Advisors.
* Leadership, motivation, and team management skills.
* IT proficiency, including MS Office 365 and Teams.
* Experience supporting unemployed individuals towards positive outcomes.
* Excellent planning, communication, and relationship-building skills.
* Ability to work flexibly, including evenings and weekends.


Travel Requirements

* Willingness to travel across Bradford, Leeds, and Huddersfield.
* Full driving license and vehicle (desirable).
