Essex County Council (ECC) are delighted to be supporting Rochford District Council to recruit a Housing Options Officer (Homelessness) on a 3-month temporary basis.
Please note you will be required to be site based 2 days a week and a driving license and access to a car.
Accountabilities
The Council is seeking to recruit a full-time permanent Housing Options Officer. You will be responsible in being part of a small team to deliver a customer orientated service to prevent homelessness within the Housing Options and Homelessness service. Experience in carrying out statutory duties under homelessness legislation would be essential. A driving licence and use of car is also essential.
1. Deliver a customer orientated service to prevent homelessness which provides a suitable solution regarding homelessness and all housing issues
2. Assess the Council’s duties to those who are at risk of homelessness and ensure that these are discharged
3. Carry out the Council’s statutory duties under homelessness legislation, housing law, Homeless Reduction Act 2017, Housing Act Part V1 & V11, Localism Act 2011, Code of Guidance, case law and the Council’s policies and procedures
4. Residents who are in housing need are offered the appropriate advice and support
5. To provide advice & assistance on the range of housing options that is available to applicants. This includes advising on all aspects of the Council’s Allocations Policy, Housing Act 1996; Homelessness Act 2002 and Homelessness Reduction Act 2017
6. To manage a caseload and maintaining all housing options are explored to maximise opportunities for the prevention of homelessness
7. To deal promptly and efficiently with written and verbal housing/homeless enquiries from the public, Council Staff, Statutory Agencies or other bodies. Ensuring a high level of professionalism and customer service are always maintained
8. To develop and maintain a personal housing plan tailored to the individual needs of an applicant to comply with the Homeless Reduction Act 2017 in a timely manner
9. Investigate applications for housing in line with current legislation, policies and procedures, undertaking home visits and attending case conferences
10. To attend MARAC and Domestic abuse meetings as appropriate in line with statutory safeguarding requirements
11. The Experience You Will Bring
12. Experience in homelessness and/or housing advice casework
13. Working knowledge of landlord and tenant law, housing legislation and benefit regulations
14. Willingness and flexibility to work outside normal hours when necessary
15. Good understanding of welfare benefits
16. A customer focus
17. Comprehensive knowledge of housing & homelessness policy, procedures and legislation
18. Please note this role is subject to a basic DBS
