Preamble The SDA Emergency Response Team exists for: The management and delivery of the NATO Submarine Rescue System on behalf of the three Partner Nations (France, Norway and UK). The management of UK SMERAS policy and procedure, in conjunction with relevant NCHQ staff positions and the Ship’s Systems Design Authority for SMER equipment. Responsibilities Post-Specific Duties: NSRS Operations Officer Requirements and Acceptance ManagerNSRS Ops Officer Manage the operational readiness and capability development of the NSRS and GFR SQEP required to effectively operate the capability. Develop and produce the operational programme. Produce the Operational Status Update Monthly. Develop and co-ordinate the NSRS deployment plan with DSCOM. Liaise with DXP managers to include NSRS exercises in the DXP. Manage the NSRS Training LOD, operating safety and integrating with the other LODs. This includes: Overseeing, managing and implementing the NSRS Training Programme Providing assurance that SQEP levels of both GFR and Contractor personnel across the capability are sustainable on an enduring basis. This includes: In Service Support Contractor personnel. Diving personnel operating in the TUP system. Hyperbaric medical specialists operating in the TUP. Develop and implement operating procedures for NSRS hyperbaric SM rescue operations. Liaise with MOD Technical Scientific agencies (QinetiQ & DSTL). Attend MCSA Diving and MLS (SMERAS and SAC) TCG meetings. Liaise with foreign military and technical scientific agencies on hyperbaric technologies and research. Be the Senior NSRS Rescue Element Commander (REC) embarked in Vessel of Opportunity at sea. Command SM Rescue or Intervention Systems on SMER operations and exercises. Assist the Contractor to deliver and be an instructor/assessor for the REC Training Course. In the absence of SO1 SMERAS act as RN Co-ordinator Rescue Forces (CRF) embarked in Vessel of Opportunity at sea or ashore. Liaise with Submarine Operating Authorities including: Partner and Observer NationsNations with MOUs Assist Prog-ER with NSRS international engagement and liaison with stakeholders, including 1SL outer office, through ISMERLO & SMER WG. Act as NSRS Crypto Custodian. Act as Authorising Officer for Diving Project Plans developed by the NSRS DIVO and provide hyperbaric operating safety advice to NSRS Duty Holders. Requirements and Acceptance Manager Evaluate the performance of the system and identify any shortfall in Requirement. Assess obsolescence and engineering business cases for compliance with the Requirement. Investigate existing and new technologies for potential applicability to UK SMERAS Requirements. JPA ROLES & RESPONSIBILITIES Be the Senior NSRS Rescue Element Commander. To manage the operational readiness and capability development of the NSRS. To produce and promulgate the NSRS operational programme. To develop and manage the NSRS deployment plan in consultation with DSCOM. To authorise Diving Project Plans and provide diving and hyperbaric operating safety advice to NSRS Duty Holders. To act as NSRS Requirements Manager. To be NSRS Crypto Custodian. To be Divisional Officer to the NSRS Diving Officer Additional Requirements • Health & Safety. Post holder must be fully acquainted with the Establishment’s Health & Safety and Environmental Protection Regulations and procedures at MoD Abbey Wood and complete all mandatory training. Post-holder must have in date Diving Medical if undertaking pressurised training/system development tasks in TUP or SRV Rescue Chamber. • Equality and Diversity. Post holder must adhere to the DE&S Equality and Diversity Policy and complete all mandatory training. • Learning and Development. Line manager and post holder are responsible for ensuring the post incumbent’s training needs are identified and agreed within their Personal Training and Development Plan and reviewed at 6 monthly intervals. • Security. The post holder must complete all mandatory MOD, site, SM OC and other security training, comply with MOD, site, SM OC and other security policies and procedures, cooperate with security staff, and promptly report any suspected or actual security weakness, incident, breach or near miss.
