Quality and Outcomes Business Partner

We have an exciting opportunity for a driven, inspirational professional registrant to undertake the role of Quality Outcomes Business Partner within the NHS Wales Joint Commissioning Committee (NWJCC), helping to oversee the quality and safety of care in our commissioned services.
We are seeking an experienced professional passionate about quality and governance to work with the Head of Quality in driving excellence in commissioning healthcare services in Wales.
The successful post holder will provide leadership and direction to staff working within the NWJCC and specifically lead on quality and safety within a designated portfolio. The post holder will embed the quality principles and enablers across each of the following commissioning groups:
* Ambulance and 111
* Mental Health, Learning Disabilities and Vulnerable Groups
Main duties of the job
To support the Head of Quality in the development and delivery of a quality service for Specialised Services, Ambulance Services and 111, and Mental Health, Learning Disabilities and Vulnerable Groups commissioning. Provide leadership and direction to staff working within NWJCC and the Commissioning Teams within delegated portfolio.
Welsh Skills Desirable: Level 3 Speaking/Listening (B1) is desirable. It does not require fluency or written reports; simple conversations with patients suffice.

Job responsibilities
* Provide leadership for the Commissioning Assurance Framework and ensure the maintenance of professional standards.
* Negotiate with relevant stakeholders and providers, using high-level interpersonal skills to disseminate complex, sensitive information. This often occurs in emotionally charged settings with diverse or opposing views.
* Take a lead role in developing and maintaining positive relationships with local partner agencies, health boards/trusts, provider organisations, service users, and carers representatives.
* Embed into the multi-disciplinary Commissioning Team, develop an understanding of inter-relationships between functions, and actively contribute to commissioning within the delegated portfolio.
* Present highly complex information to large groups, including professionals and the public, via conferences, workshops, or forums, often meeting limited understanding of specialised commissioning.
* Use experience and expertise to analyse information and intelligence to judge the quality and effectiveness of commissioned services.
* Communicate potentially controversial or sensitive information about provider performance to stakeholders, including executive members of external organisations, Welsh Government, regulatory bodies, and patient representatives. This may include sensitive details about patient harm and safeguarding concerns.
* Be autonomous in making decisions regarding the monitoring of national frameworks and in making recommendations in response to audit results on behalf of NHS Wales.
* Propose, generate, and implement policies for commissioning within the delegated portfolio.
Person Specification
* Qualified nurse/paramedic with evidence of national portfolio understanding.
* Specialist knowledge of the delivery of commissioned services.
* Disclosure and Barring Service Check – this post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and requires a Disclosure and Barring Service submission.
