Job Summary:

Under the direction of the Park Manager, this position is responsible for day-to-day operation and maintenance of an archaeological park with a campground. Responsibilities include, but are not limited to ensuring public safety and resource protection through enforcement of Park rules and regulations. Assists Park Manager in park administration by prioritizing, instructing, assigning tasks and counseling subordinate staff and volunteers performing a variety of daily tasks in operation of an Archaeological/camping park. In collaboration with the Park Manager will act as the lead in procuring necessary materials following State procurement code and procedures. In consultation with the Park Manger manages the Park gift shop. In conjunction with the Park Manager plans interpretive exhibits and in-person programming about the park. Champions continuous improvement personally and with all park staff. Represents the park in public meetings and outreach when the Park Manager is unable.

Must be able to work weekends and holidays.

Job Duties:

Strategic Planning:
- In conjunction with the Park Manager assists with overseeing and administering operations for Homolovi, an Arizona State Park. Directly supervises Homolovi State Park employees. Directly responsible for visitor services, updating Annual operations plan and implementation. Adheres to Agency policies and procedures; human resource management, natural/cultural and facility care standards. Directly responsible for expenditures and accountability of Park operations funds.

Leadership and Supervision:
- Empowers and lead team members to problem solve, manage staff and build effective working relationships. Develops and mentors staff using best management practices and setting leadership examples through personal work culture. Coaching through performance through 1:1's. Assists the Park Manger in providing reports to Agency leadership for continuous improvement, operations, personnel and budget. Professionally represent the Agency to stakeholders and community/tribal groups at board and public meetings and through public outreach. Work with Agency Human Resources to respond to employee issues. Provide analysis and recommendations of key Park issues, operations and budgets. Reviews and makes recommendations for current policy, principles and laws pertaining to Park Operations, protections of natural, cultural and environmental resources, agency funds, capitol, grants and financial reporting. Oversight of all aspects of Park Operations, customer service, interpretive planning, curation of a management of Park collections, and participating in the development of Park operating budgets including appropriated, and grants.

Systems Management (AMS):
- Strategic thinking for the organization to maximize the mission outcome. Champions continuous improvement projects to identify waste and develop revised processes to increase work product efficiency, quality and output. Ensures visual management tools are being properly used by staff.

Relationship Management (local and regional partnership development):
- Ensure their park maintains a positive relationship with visitors, guests, stakeholders and end users. Attends and actively participates at stakeholder and community meetings as needed. Ensures that mission objectives are met by aligning staff and end users toward common goals. Keep parks operating safely and within the law including protection of environmental, cultural and natural resources.

Budget Management:
- Assist Park Manager in managing Parks budgets in order to be aware of financial resources for staff training, strategic hiring, purchasing of necessary equipment.
Act as the main point for the park for procurement.

Operations:
- Acts as the lead contact when the Park Manager is unavailable in operating an archaeological/camping. This includes fee collection and compliance, rule enforcement, customer service, daily and weekly accounting, interpretation and public outreach, responding to complaints and emergencies and managing natural and cultural resources.

Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Good working knowledge of park operations needs, quality standard, visitor safety and employee safety standards. Interpretation techniques/philosophy. Cultural history and methods for working with tribal groups, namely the Hopi. Budgetary and financial management.
State purchasing guidelines and policies. Grounds/landscaping maintenance knowledge.
Agency vision, mission, goals, objectives and philosophy.
Applicable federal, state and agency laws, statues, policies and procedures.
Public speaking.
Building repair and construction concepts. Continuous improvement processes.

Skill in:
Management of an archaeological/camping park with
Business management.
Personnel management and supervisory techniques.
Assigning works assignments and priorities.
Facility and landscape maintenance.
Addressing visitor complaints, emergency situations and other stressful work issues while maintaining a courtesy and professional demeanor.
Problem solving.
Verbal and written communication.
Speaking to a small and large groups of people.
The use of electronic office equipment (PC's, cash registers, digital cameras, etc.)
Working in partnership with external groups and agencies.

Ability to:
Effectively and efficiently help manage the park.
Work independently.
Speak in public.
Work holidays, nights and weekends.
Communicate effectively with employees and the public.
Maintain park facilities and equipment. Write reports and letters, create and track park budget.
Operate a vehicle (various types).
Generate innovative solutions to various park challenges.
Attend overnight meetings and trainings. Identify and correct any safety hazards.
Effectively communicate via cell phone, telephone and other electronic means.
Maintain current Arizona State Class D Driver license.

Selective Preference(s):

An ideal candidate would have a Bachelor's Degree in the areas of Park Management, Anthropology/Archaeology, Natural Resource Management, History, Recreation or a closely related field and at least three years experience working in a park or natural resource agency. Experience in park management, managing staff, budget, park operations and volunteers will be considered.

Pre-Employment Requirements:

- May require EMT certification within 1 year of appointment

- Must have a valid Arizona driver’s license or ability to obtain one.

Retirement:

Eligible for Arizona State Retirement System pension. Enrollment eligibility will become effective after 27 weeks of employment for newly hired State of Arizona employees.
