HR Business Partner (Dept Support) for a public sector organisation in Lochgilphead. The role is hybrid working, with a rate of up to £265.60/day (Inside IR35). The position is available as soon as possible until 31 March 2026.

Responsibilities
* Assist with developing and planning the delivery of the services provided by the HR and OD team to meet the current and future needs of customers.
* Participate and support the planning, design and evaluation of change programmes and continuous improvement activities across the organisation.
* Participate and take an active lead when appropriate in the planning, delivery and review of the organisation’s key HR and OD strategies and other related policies and frameworks.
* Lead in delivering a professional strategic HR and OD service to allocated customer groups by ensuring provision of: coaching managers and stakeholders to assess capability and capacity using diagnostic tools, frameworks and metrics; and advice and support on strategic HR and OD matters (e.g., change projects, service redesign, workforce planning, performance management, staff development, talent management, culture and change).
* Maintain an up-to-date overview of all HR and OD activities and change projects within the agreed remit.
* Interpret data to identify HR and OD interventions; work with managers to assess opportunities, barriers and risks to change.
* Support managers in developing, implementing and evaluating OD/Change plans for their service or team.
* Ensure HR and OD policies and frameworks are applied consistently across the organisation.
* Measure quality, effectiveness and satisfaction with the HR/OD support and report this regularly; propose options for improvements as required.
* Provide advice to relevant committees and boards and represent the organisation at external forums and events as needed.
* Liaise with managers, supervisors and employees; participate in appropriate meetings and utilise digital technology for a digital presence as required.
* Lead/participate in communication and consultation programmes, including negotiations with trade union representatives when required.
* Support the organisation’s change management approach and coordinate HR elements of the change programme to meet corporate timescales.
* Assist the Senior HR Business Partner in budget management and maintain accurate financial records within allocated limits.
* Undertake other duties appropriate to the role as required by the line manager.
* Participate in recruitment programmes when required.
* Support the Senior HR Business Partner to develop and maintain performance management reporting systems; ensure targets and KPIs are met and improvements are addressed timely.
* Ensure relevant performance metrics are in place for Business Partnering activities and that internal and external reporting targets are met.
* Ensure statistical returns are completed and monitor team activity in line with service level agreements and auditing requirements.
Qualifications and experience
* Degree or equivalent vocational qualification in HR/OD or related subject; Chartered Membership of CIPD or equivalent.
* Experience developing positive partnerships with client groups and key stakeholders.
* Experience leading the development of HR and OD policies and strategies within legislative requirements.
* Experience analysing data from multiple sources to produce complex reports and action plans.
* Experience in a large and complex organisation.
* Up-to-date knowledge of best practice and legislative requirements in relation to value and continuous improvement; sound knowledge of employment legislation.
* Competent in MS 365 and HR databases/systems.
* Willingness and ability to travel between work locations as required.

* Postgraduate qualification in HR/OD or related subject; Prince 2 or similar project management qualification.
* Experience in a unionised environment and involvement in trade union discussions/negotiations; experience measuring impact of HR and OD policies and projects; knowledge of improvement tools and techniques.
