Senior Advisor - Future Agriculture - Environmental Land Management - 31666

England is reforming agricultural policy and spending, moving from the Common Agricultural Policy (CAP) to Environmental Land Management (ELM) schemes. ELM schemes incentivise farmers and land managers to deliver water, soil and biodiversity outcomes alongside food production. The role involves shaping and delivering incentives within the wider context of EA2030 strategy and government targets for water, the environment and climate. The post may influence the design and delivery of incentives in response to government reviews and to improve services to farmers.
The EA ELM team is seeking dynamic, strategic thinkers to help inform and shape the future of ELM, particularly the delivery of Countryside Stewardship Higher Tier (CSHT). You will contribute to the delivery of CSHT products for the Farming and Countryside Programme and support continuous improvement in scheme design and delivery. You will provide advice in meetings, manage commissions, oversee programme milestones, and identify risks and resource needs. You will work across multiple teams and organisations with senior leaders to articulate a scheme aligned with our outcomes.
The team sits within the Nature & Place Directorate, part of the National Agriculture and Land Team, working with government, statutory bodies and industry. We operate in an agile, fast-paced, flexible and collaborative environment and use smart tools to stay connected and reduce travel.
Responsibilities
* Provide advice in meetings and manage commissions related to the Farming and Countryside Programme.
* Oversee programme milestones and identify future risks and resource requirements.
* Collaborate with diverse teams and external partners to shape and deliver the CSHT scheme and other ELM outcomes.
* Influence the design and delivery of incentives within the broader policy context and organisational priorities.
* Represent EA expertise to Defra, delivery bodies and the agriculture sector to ensure consistency and effective collaboration.
Experience and Qualifications
* Experience of Agriculture and working with Defra and other statutory bodies is essential.
* Politically aware with excellent communication and networking skills.
* Understanding of environmental sensitivities related to significant agriculture sector reform.
* Experience interpreting/evaluating evidence to propose risk-based, effective solutions for challenging problems.
* Ability to prioritise and deliver complex work; a self-starter who develops and advances ideas.

Working Arrangements
EA Office base location; flexible/hybrid working in England. Some travel/overnights may be required. You will have an incident management objective in your development plan and appropriate training will be provided. Flexible working patterns, including job share, are encouraged.
