A major UK aviation infrastructure programme is seeking an experienced Programme Lead. This work is critical in enabling land release for future expansion by coordinating the relocation, displacement, or re‑provision of buildings, facilities, and statutory infrastructure across the airport campus.
This is a high‑profile leadership role requiring strong programme delivery capability, exceptional stakeholder management, and the ability to bring clarity and structure to complex, multi‑party environments.
The Role
You will lead all activities required to plan, coordinate, and deliver the displacement of key facilities and organisations impacted by the expansion footprint.
Key responsibilities:
* Lead end‑to‑end planning for the displacement of buildings, facilities and statutory infrastructure
* Manage engagement with all affected organisations to agree relocation and mitigation plans
* Build credible, assured programme plans aligned to DCO timelines and major programme milestones
* Coordinate constraints, interfaces and enabling works into a unified delivery strategy
* Resolve conflicts, critical dependencies and risks across multiple displacement scopes
* Establish governance, reporting and assurance structures for programme visibility
* Drive programme delivery aligned with safety, quality, schedule and operational continuity
* Integrate inputs from multi‑disciplinary teams and external delivery partners
* Support early‑works activity and land‑release ambitions
* Lead structured collaboration across public, private and statutory stakeholders
Experience & Background

Essential experience:
* Leading large‑scale, complex capital or infrastructure programmes
* Programme planning, delivery and governance in regulated or high‑sensitivity environments
* Senior‑level stakeholder management across multiple organisations
* Multi‑disciplinary team leadership and cross‑functional integration
* Experience with construction, design, operational change or redevelopment projects
* Strong analytical approach to problem‑solving in dynamic, high‑pressure contexts
* Experience navigating structured assurance, gateway processes or consenting frameworks
* Ability to lead through ambiguity and maintain programme clarity
