Head of Standards and Licensing


JOB TITLE: Head of Standards and Licensing

RESPONSIBLE TO: Chief Operations Officer

LOCATION: Homebased with a requirement for regular national travel

HOURS: 30 Hours (Negotiable)

SALARY: £74,863/ £59,890.40 (Pro Rata)

UKROEd Ltd is a private, not-for-profit company responsible for the delivery, management and administration of the National Driver Offender Retraining Scheme (NDORS) on behalf of the Police service. It is the operating company of the Road Safety Trust and is committed to the education and training of drivers who commit low level traffic offences.

Overview of the role


As Head of Standards and Licensing, the postholder will have overall responsibility and accountability for ensuring full compliance with applicable regulatory and governance frameworks in relation to the delivery of the NDORs Scheme.


With the support of the wider Professional Standards team, you will have responsibility for a number of important assurance functions such as Vetting and the Annual Provider Reviews (APR) with knowledge and consideration given to the Criminal Justice system.

The postholder will ensure the Professional Standards registers required for the ethical, transparent and accountable monitoring and compliance are maintained and fully auditable.

You will uphold and ensure all processes and procedures are fit for purpose, auditable, facilitate full compliance to the licensing agreement and retain the integrity of both UKROEd and the NDORs Scheme.


The post holder will be responsible for providing regular updates and assurance to the UKROEd Senior Leadership Team (SLT) and the Board. They will ensure that accurate, timely, and evidence-based information is reported to enable informed decision-making, transparency and proactive management of emerging risks and compliance issues.


Additionally, you will also support the internal disciplinary process when required, ensuring fair, consistent and proportionate application of policies and procedures


The role will entail a substantial amount of travel and work away from their base to meet with internal/external colleagues, stakeholders and clients. The necessary IT assets will be provided. There will be a requirement to hold a full GB driving license and successfully pass Non-Police Personnel Vetting (Level 3).


Principal Duties and Responsibilities


Strategic Leadership & Governance

Work closely with the Business Heads to ensure all areas of NDORS business are cohesive and interdependent and are able to deliver from the published plans.


The post holder will have a close working relationship with the Chief Operating Officer and other business area owners to enable the delivery of both the strategic and delivery plans.


Provide regular reports and updates to the Senior Leadership Team (SLT) and Board, supporting effective oversight, assurance and decision-making on compliance and risk matters.


Have a strong grasp on risk management and ability to manage and provide updates on risks applicable to your business area


Work with the Head of Data to ensure all documentation and data management processes are transparent, traceable, auditable and legally compliant


Operational


To lead on the review and development of the UKROEd Complaints and Incidents process.


To oversee and implement an effective Annual Provider Review (APR) process to ensure a high level of compliance.


The post holder will have a close working relationship with the Chief Operating Officer and other team members in terms of enabling the delivery of both the strategic and delivery plans.


To be the responsible owner for a number of identified policies that help govern the NDOR scheme and UKROEd internal processes.


Be the responsible person for licensing of course providers and trainers. This includes licensing applications process and review of licenses.


Work with the Head of Learning and Course Development to ensure the effectiveness and efficiency of the operational assessment processes and functions as it relates to the licenses


Develop and maintain the licensing compliance framework required for ethical, transparent and accountable monitoring is fully auditable


Manage and support the Standards and Licensing Team to ensure that the correct level of resilience is in place and when required assist with complex or sensitive investigations.


Ensure the maintenance of good relationships with all internal/external stakeholders.


Identify, assess, and escalate risks relating to compliance, professional standards, or licensing, ensuring timely mitigation actions are taken.


Manage the relationship between UKROEd and its legal partner to ensure satisfactory legal support is readily available


Support the internal Disciplinary/Grievance process when required, ensuring fair, consistent and proportionate application of policies and procedures.


Oversee the vetting function to ensure ensuring appropriate checks, monitoring, and risk management processes are in place and consistently applied to.


Act as the key liaison with external regulatory and criminal justice partners, ensuring clear communication and cooperative working relationships


Provide expert advice and guidance to provider stakeholders and internal teams on matters relating to compliance, licensing, and professional standards.


Monitor and evaluate provider performance, ensuring corrective actions are taken where standards or licensing conditions are not met.


Ensure all recording, documentation, and reporting are accurate, complete, and maintained to audit-ready standards and external scrutiny


Oversee the recording and documentation of processes to ensure they meet organisational, legal, and audit standards.


Ensure the ethical standards of the Code of Conduct are applied to maintain robust and effective compliance controls within the organisation.


Manage and monitor allocated budgets and resources effectively, ensuring value for money and compliance with UKROEd’s financial procedures.


Leadership


Perform line management duties in accordance with internal processes and procedures, including performance management, development reviews, and absence management.


Manage, develop, and motivate team members to achieve operational excellence and uphold professional standards.
