This exciting Commissioning Lead Manager role will be an integral part of our Commissioning Leadership Team within the council working closely with our Senior Leadership Team, and developing integrated working arrangements with our commissioning colleagues in Lancashire & South Cumbria Integrated Care Board.
We have excellent collaborative working arrangements with staff across the broader Adults & Health and Children & Families teams and the wider Place-based Partnership.
This role will be key in leading and delivering our commissioning aspirations for Mental Health & Vulnerable People by:
* working collaboratively with colleagues across all departments and with system partners leading the vision, transformation, and strategic direction related to Mental Health & Vulnerable People.
* providing commissioning leadership and developing commissioning strategies for Mental Health & Vulnerable People's services.
* managing and matrix working within the commissioning team including across the life-course elements and across strategic and operational functions to ensure the provision of a comprehensive service offer across the Borough which meets statutory responsibilities as laid out in health and social care legislation.
You will work with the 'Live Well' Service Lead to lead, develop, and deliver the 'Live Well' service and function of the Commissioning Team in relation to:
* People with a Mental Illness
* Vulnerable people, including those experiencing homelessness and/ or domestic violence.
These services include (but are not limited to):
* Housing with care and/ support
* Community-based services
* Integrated Neighbourhood Team services
* Services commissioned through Public Health routes including for example drug & alcohol, sexual health services, domestic violence.
* Advocacy services
You will hold the responsibility for the matrix management and leadership of the Contracting and Quality Officers aligned to 'Live Well' to ensure the provision of a comprehensive service offer across the Borough which meets statuary responsibilities as laid out in health and social care legislation. You will work collaboratively with innovative partnerships with external bodies to maximise the use of the Council's resources and benefits to our residents.
You will be experienced in how to drive the commissioning cycle across these services, using a co-production approach to develop a strategic commissioning programme. You will work pro-actively to promote a strategic approach to service improvements, quality assurance and budgetary control. You will be able to work collaboratively with key stake holders from the Residents of the borough, Council, Health Partners, and the VCFSE sector to implement strategies over the medium and long term to harbour continued improvements.
The successful candidate will also be an excellent communicator, be able to work on their own initiative, and be able to prioritise their own work and that of the team.
