JOB DESCRIPTION
As part of the overall Engineering missions, the Construction Engineering Team objectives are to:
1. Ensure delivery of the MEH programme scope to cost and schedule
2. Provide engineering support to the building/area managers from pre-construction preparation of task orders to handover
3. Resolve or support resolution of technical engineering and construction issues at all levels to derisk MEH activities
4. Interface across all programmes and contracts impacting MEH activities
5. Provide strategic direction on site-wide delivery topics
6. Identify and manage closure of scope gaps in activities performed by site contractor
7. Manage works information and specifications applicable to works performed on site by MEH contractors
8. Ensure compliance of MEH site procedures and activities to design requirements through direct review or managed surveillance of MEH construction documentation (excludes compliance of as-built documentation)
QUALIFICATIONS
The Construction Engineering Lead retains ultimate responsibility for technical compliance of construction activities for the NSSS aux Piping scope. Detailed responsibilities include:
1. Primary goal – Provide engineering support to the NSSS aux. Piping Project Management Team (EM03, EM04, EM09) EPC contractor such that activities within their scope are executed and completed in accordance with engineering requirements and in a time and manner that coordinates all applicable interfaces and supports the project delivery schedule.
2. Acting as technical authority for the NSSS aux. Piping discipline for works conducted on site
3. Reporting and escalation to NSSS aux. Piping Engineering Manager
4. Representation at Change Management Board to manage external technical impacts to scope
5. Presentation of change topics at CMB/PTRC/ROTC as required
6. Managing Non-Conformities
7. Management of technical engineers under their supervision and responsibility for their delivery
8. Maintain regular communications and progress meetings between Technical Leads in team
9. Maintenance of works information instructed under their scope
10. Review and acceptance of contract construction documentation as required by surveillance matrix
11. Ensuring all necessary documentation has been identified, authored and approved prior to the start of construction
12. Supporting Construction Building Leads in preparation of work packs, issue resolution and closure of control gates pre-construction
13. Ultimate responsibility for closure of activity scope gaps and supporting commercial/PM/technical discussions
14. Setting delivery strategy for discipline construction issues
15. Work and scope planning with Pressure Test and NDT teams
