The Opportunity
Essex County Council are looking for experienced Organisational Design Consultants to join them on an initial 6-month basis to support the council through an exciting period of change. These roles will involve supporting the Senior Leadership teams in delivering organisational design and transformation projects across the organisation.
Key deliverables:
1. Organisational Structure Design - target operating models (TOMs) for the design People workstream, organisational charts and gap analysis and role and team definitions
2. Operating Model and Process Design - services alignment to strategy, clarification of roles and responsibilities, cross-functional working models
3. Transformation and Restructuring Support - design of restructure plans and options, business cases for structural change and support with consultation materials
4. Job Design & Role Profiling - job descriptions and person specifications, role grading and alignment with reward frameworks
5. Workforce Planning - related headcount and resource planning to input into the design options and Skills gap analysis
6. Data and Insights - organisation health diagnostics, organisational effectiveness metrics and benchmarking research reports
7. Governance and decision-making frameworks – decision rights and clarification of authority levels and escalation pathw
The Experience You Will Bring
8. Educated to degree level in a relevant professional field such as organisational development, business improvement, Business Administration, Human Resources or equivalent by experience
9. Professional membership of CIPD at Chartered level or working towards this
10. Demonstrable experience of managing complex structure, systems and process change issues through professional application of the consultancy model to drive results
11. Strong understanding and evidence of effective application of leading-edge organisational behaviour, change management, and strategic planning theories and methods, with demonstrable experience of practical and successful application of these within a complex matrix environment
12. Excellent analytical and problem-solving skills, with the ability to translate insights into actionable recommendations
13. Project management skills to ensure timely and successful execution of organisation design initiatives
