Job Description

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with the business case and delivering value for money.
We are looking for someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives, owning change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring the programme complies with governance and assurance requirements.
* Supporting ongoing business management through whole lifecycle cost allocations.
The Team
The Digital, Innovation and Programmes team is responsible for the Digital Strategy and its implementation across E&B. Our work sets the strategic direction for delivering digital services that will transform environmental regulation.
You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers to shape user-centered digital services and platforms that are efficient, simple, and fast.
Experience/Skills Required
Experience that is beneficial but not essential includes:
* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Purchase order raising experience.
* Experience with business cases, EA and Defra approval routes, and change control processes.
* Experience in digital programmes (helpful but not essential).
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information
Support for incident management development, flexible working arrangements, and a guaranteed interview policy for disabled applicants are in place. The role may require some travel and overnight stays.
