Job Summary
We are currently looking for a Head of Legislation Delivery to join our Regulatory Reform team in the Partnerships group.
This is a full-time opportunity, on a permanent basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas. We are open to requests for part-time, job shares and flexible working. Please discuss this with the recruiting manager before accepting an appointment.
Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.
We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.

What’s the role?
This is an exciting opportunity to play a leading role in the delivery of a new regulatory framework for medicines and medical devices, leading on high profile issues which have a tangible impact on public health, patients, and the life sciences industry.
We are recruiting a G6 Head of Legislation Delivery to co-lead the Regulatory Reform team, alongside another G6, who leads work on Legislative and European Strategy. The Regulatory Reform team leads the MHRA’s legislative changes to modernise and improve the regulatory regime for UK medicines and medical devices, our relationship with Europe and how our regulatory regime interacts with EU legislation.
The Team has recently delivered new UK Clinical Trials legislation, introduced a regulatory framework for innovative manufacturing of medicines and implemented new regulatory arrangements to ensure UK wide supply of novel medicines.
The post holder should have excellent understanding of civil service, parliamentary processes and working with lawyers, and ideally will have experience of delivering complex legislative change. Key to the role’s success will be working effectively with experts and senior officials across the MHRA and other government departments, and ability to understand complex technical policy, and translate it for wider audiences.
Key Responsibilities
The core responsibility of the role will be to oversee the process of making legislation, including consultation, government clearance, legal drafting and Parliament process. The postholder will also work closely across technical specialist teams, legal teams and other government departments to manage development of legislation and related policy documents, along with the following duties:
* Line management of a core team delivering new legislation and jointly lead and work with the other G6, develop the Regulatory Reform team, ensuring clear priorities and best use of resources across a high-performing team.
* Build capability across the MHRA to develop and deliver future legislation, ensuring consistent approaches across different pieces of legislation, providing expert advice to MHRA colleagues on government and parliamentary processes and ensuring high quality products for Parliament and Ministers.
* Engage with senior leaders, external partners and stakeholders – such as industry trade associations, patient groups, the NHS, DHSC and other government departments– to ensure development and delivery of effective legislation.
* Provide high quality advice and briefing to Ministers and senior policy officials on legislation delivery. Communicating complex regulatory policy into concise options and recommendations, to enable key decision making on legislation.

Our successful candidate will be able to demonstrate they meet the following criteria:
* Substantial experience of working in the civil service and understanding of Government and Parliamentary processes

Alongside your salary of £73,324, Medicines and Healthcare Products Regulatory Agency contributes £21,241 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.

Role
