Theroleprovidesstrategicandoperationalleadershipacrosspaystructures,rewardmechanisms,payrolldeliveryandmarketcompetitiveness.Thepostholderwillensurepayandrewardarrangementsareequitable,transparent,legallycompliantandresponsivetolabourmarketpressures,whilemaintainingstrongpayrollcontrolsandserviceresilience.

Therolerequiressignificantanalyticalexpertise,strongleadershipcapabilityandtheabilitytoworkinpartnershipwithTradeUnions,seniorleadersandkeystakeholderstodelivereffectiveandsustainablerewardsolutions.

Pay&RewardStrategyandGovernancePayandRewardManager

* Leadthereview,developmentandmaintenanceoflocalpayandrewardconventions,ensuringalignmentwithNJCarrangements,Councilpoliciesandworkforcerequirements.
* DevelopandreviewpaylinesandpaystructurestoensuretheCouncilremainscompetitivewithneighbouringlocalauthoritieswithina25-mileradius.
* Ensurepayandrewardarrangementsarefair,transparent,legallycompliantandsupportrecruitmentandretentionobjectives.
* Provideexpertprofessionaladviceonpayandrewardmatterstoseniorleaders,Membersandstakeholders.

Pay&RewardAnalysisandMarketIntelligencePayandRewardManager

* Leaddetailedpayandrewardanalysis,usinginternalandexternaldatatoassesscompetitiveness,affordabilityandequalpayrisk.
* Undertakeregularbenchmarkingandmarketanalysis,comparingNJCspinalpoints,localconventionsandmarketpressuresacrosscomparableauthorities.
* Developevidence-basedbusinesscasestosupportchangestopaystructures,marketsupplementsandallowances.
* Monitortheimpactofpaydecisionsonrecruitment,retention,turnoverandworkforceplanning,makingrecommendationsforimprovement.
* Translatecomplexpaydataintoclear,accessibleinsighttosupportdecision-making.

* Establishclearapproval,reviewandwithdrawalprocessesforallowances,ensuringappropriatedocumentationandaudittrails.

Payroll&ContinuousImprovementPayandRewardManager

* Leadaprogrammeofcontinuousimprovementacrosspayrollandpay-relatedprocesses,drivingefficiency,accuracyandserviceresilience.
* Identify,assessandmitigatesinglepointsoffailurethroughprocessredesign,cross-skilling,documentationandsystemoptimisation.
* ChampiontheeffectiveuseofUnit4(ERP)tostreamlineworkflows,reducemanualinterventionandstrengthencontrols.
* Reviewend-to-endpayrollprocessestoimprovedataquality,complianceandcustomerexperience.
* Ensurerobustgovernance,qualityassuranceandescalationarrangementsareinplace.

Leadership&TeamManagementPayandRewardManager

* Provideleadershipandday-to-daymanagementofthepayrolland/orpayandrewardteam.
* Setobjectives,manageperformanceandsupportthedevelopmentofteammembers,ensuringskillscoverageandsuccessionplanning.
* Promoteahigh-performing,customer-focusedculturewithastrongemphasisonaccuracy,professionalismandcontinuousimprovement.
* EnsuretheteamoperatesinlinewithCouncilpolicies,valuesandprofessionalstandards.

TradeUnion&StakeholderEngagementPayandRewardManager

* ActastheCouncilsleadprofessionaladvisoronpayandrewardmattersinformalandinformalengagementwithTradeUnions.
* Supportconsultationandnegotiationonchangestopay,rewardandrelatedpolicies,maintainingconstructiveindustrialrelations.
* Preparereports,proposalsandbriefingpapersforJointNegotiatingCommittees,seniorleadershipandelectedMembersasrequired.

Compliance&RiskPayandRewardManager

* Ensureallpayandrewardarrangementscomplywith:
* NJCtermsandconditions
* Equalpayandemploymentlegislation
* Localgovernmentbestpractice
* Supportaudits,reviewsandinspectionsrelatingtopay,rewardandpayroll.
* Identifyandmanagerisksassociatedwithpayandpayrolldelivery.

Knowledge,SkillsandExperiencePayandRewardManager

EssentialPayandRewardManager

* SignificantexperienceworkinginaUKLocalAuthorityinaseniorpay,rewardorpayroll-relatedrole.
* ExtensiveworkingknowledgeofNJCpay,termsandconditionsandtheirpracticalapplication.
* Provenexperienceofreviewinganddevelopingpaystructures,paylinesandlocalconventions.
* Stronganalyticalskillswithexperienceofpaymodelling,benchmarkingandmarketanalysis.
* DemonstrableexperienceofworkingconstructivelywithTradeUnions,includingconsultationandnegotiation.
* Hands-onexperienceofusingUnit4(ERP)forpayrolland/orpayandrewardprocesses.
* Arecognisedpayrollqualification(e.g.CIPP)orequivalentrelevantprofessionalqualificationorexperience.
* Provenexperienceofmanaginganddevelopingateam,includingperformancemanagementandworkforceplanning.
* Experienceofreviewingandmanagingsupplementaryallowances,includingmarketsupplements,shiftpay,on-callandstandbyarrangements.
