Job Overview
The Head of Service for Children and Young People is a senior strategic and operational leadership role responsible for safe, effective, and high‑quality delivery of children’s services across the West IHC. Reporting directly to the IHC Director of Operations, the postholder is a key member of the senior management team and provides visible leadership across acute, community, and locality services.
Main duties of the job
* Provide strategic and operational leadership for Children and Young People’s services across the designated area, ensuring safe, effective, and high‑quality care delivery.
* Lead day‑to‑day operational management across acute, community, and locality services, ensuring performance targets, quality standards, and patient outcomes are consistently achieved.
* Develop and deliver service strategies, operational plans, and transformation programmes that align with Health Board priorities, national policy, and local population need.
* Drive service redesign and modernisation across organisational boundaries, promoting integrated pathways between hospital, community, primary care, local authority, and third‑sector partners.
* Hold accountability for budget management, financial control, cost improvement programmes, and efficient deployment of workforce and service resources.
* Lead workforce planning, staff development, organisational design, and employee relations processes, including performance management, disciplinary matters, grievance resolution, and leadership development.
* Ensure robust governance, safeguarding, health and safety, risk management, and incident reporting systems are in place across all services within the portfolio.
* Oversee the development, monitoring, and delivery of performance frameworks, using data and intelligence to drive improvement, assure standards, and inform decision‑making.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Qualifications
* Masters degree or equivalent demonstrated knowledge/experience or qualification.
* Evidence of continuous professional development.
Experience
* Substantial experience relevant senior operational management experience in working with multi‑disciplinary teams.
* Experience in managing multi‑million pound budgets.
* Experience in leading and implementing service development.
* Experience in preparing, producing and negotiating complex business and service development plans.
* Evidence of ability to implement and manage change in a multi‑disciplinary, multi‑agency environment.
Skills
* Strong evidence of leadership and change management skills.
* Ability to communicate effectively at all levels of the organisation and at Director level with external organisations.
* Ability to analyse, interpret and convey/receive highly complex information.
* Excellent creative problem‑solving skills.
