The role is a mix of office-based and site-based work, requiring regular travel across the county. This is a Professional Development Programme (PDP) position. About The Role As the PDP Infrastructure Schemes Engineer, you will be responsible for the end-to-end delivery of allocated highway engineering schemes as part of the annual programmes for both the Infrastructure Schemes Team and the Highway Engineering Teams. Day-to-day activities include managing individual projects to ensure they are delivered in line with agreed design, cost, time, quality, contract, safety and best practice standards. You will act as the client representative, coordinating with internal teams, contractors, and partner organisations to ensure effective delivery. Routine responsibilities include project planning, site investigations, preparation of cost estimates, monitoring contractor performance, and ensuring compliance with relevant policies and technical standards. In addition to planned schemes, you will also support emergency, routine and minor maintenance activities, particularly relating to drainage and highway structures. This includes ad hoc site visits, supplier quality inspections, and engagement with stakeholders to resolve emerging issues. Over the next 12-18 months, you will contribute to and deliver elements of the annual and five-year maintenance and improvement programmes. Key areas of focus include: Delivery of highway structures, drainage, safety barrier, carriageway and footway schemes. Supporting the implementation of asset management and flood risk strategies. Contributing to the continuous improvement of project delivery processes and compliance with statutory and safety requirements. Developing professional competence through the role, including progression toward relevant civil, highway or structural engineering qualifications as part of the Professional Development Programme (PDP). These projects and objectives are aligned to longer-term infrastructure planning and investment priorities within the service. Shortlisting Criteria In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our behaviours: Higher National Diploma (HND), Degree, or equivalent technical qualification in Civil Engineering, Highway Engineering, Structural Engineering, or a closely related discipline. Practical experience of delivering or supporting engineering or infrastructure projects, including elements of design, construction, maintenance or inspection. Sound understanding of health and safety, quality standards and compliance requirements within an engineering or construction environment. Experience of preparing or contributing to cost estimates, budgets or financial monitoring for projects or schemes. Proven ability to communicate effectively, both verbally and in writing, with technical and non‑technical audiences. Surrey has both urban and rural areas and workers will be expected to have a valid driving licence to drive in the UK and access to a vehicle and be willing to travel across a wide geographical area.
