East Lothian Council's Revenue Service is seeking a motivated and skilled Performance & Business Development Officer to support the delivery of high quality, efficient and customer focused services. Reporting to the Service Manager, you will play a key role in developing a culture of continuous improvement, strong performance management, and effective service development across all teams.
In this role, you will design and maintain Performance Management Frameworks, produce statutory and non statutory reports, analyse complex data, and support service planning and strategic decision making. You will lead improvement projects, contribute to digital transformation, and help shape policies, processes and service delivery models. The post also supports budget monitoring, benchmarking, research, and engagement with internal and external stakeholders.
We are looking for someone with excellent analytical skills, strong communication abilities, and experience in performance management, service development and business improvement. You should be confident working with data, managing projects, and building positive working relationships across services.

Please Note:
All home/hybrid workers must live in the UK. Where an application for home-working is supported, it will be subject to a satisfactory trial period. Employees will be expected to attend Council offices for the duration of induction, and be on site in East Lothian workplaces, as required. Employees with a hybrid working arrangement in place will be office based and able to work from home, with permission, on an ad hoc basis.
Job Details
Reporting directly to the Service Manager, you will develop and support a positive culture where performance and continuous improvement are fully embraced and embedded within all Service teams.
Support the Council’s vision and values by encouraging ownership and accountability for performance and service improvement within all Service teams.
Develop and maintain robust Performance Management Frameworks for all Service teams to measure performance against Service Plan targets and outcomes.
Ensure that the Service delivers outstanding performance results and provides the highest quality services as efficiently and effectively as possible.
Support the Council’s strategic aims and objectives by initiating change and influencing strategic decision making.
Work collaboratively to support teams and develop relationships based on trust, understanding and mutual respect.
