Salary: £68,128.54 - £90,838.04 Closing Date: 1st March 2026 Purpose of the Role: The post holder is accountable to the Principal PMO Manager for the effective contribution and delivery of a professional PMO service within the Capital Change Portfolio, and for supporting the Senior PMO Managers and the Head of Centre of Excellence and PMO. The role is responsible for delivering a consistent PMO Service within the Capital Change Portfolio for Low Complex programmes and initiatives. The Programme Management Office (PMO) ensures that standards and processes are being effectively applied and embedded within programmes and projects, and programme governance is being adhered to - including planning standards and principles. The role influences, negotiates and challenges as a Trusted Partner to both the Programmes Delivery Business Area (Programmes and Projects) identifying process improvements and efficiencies, and with colleagues in Capital Programmes & Transformation (such as Benefits & Change Management, Portfolio Assurance and Portfolio Delivery). The postholder will ensure the delivery of the PMO function for governance, assurance, management, processes and strategies across Low Complex Programmes at the Programme and Project Delivery Levels - working closely at a programmatic level with the Programme Manager, Senior Responsible Owner and Business Change Managers and at the project level with Project Managers and other stakeholders. They will be a focal point for the PMO management, Planning and Co-ordinator roles within the Programmes they are assigned to. The role will also identify, influence, and shape any continual improvement activities across the wider CoE and PMO business area. Overall Accountabilities: Responsible for effectively driving, influencing, and communicating business changes, updates, and improvements to Programmes teams by ensuring these are embedded in process. Champion for ensuring effective and consistent application of the programme / project management methodologies, governance and assurance and adoption of the Business Change Framework across all change initiatives. Identify, influence, and drive new and improved ways of working in order to continuously improve PMO Management activities and services to improve NATS Project & Programme Delivery management capability. Responsible for working with Programmes Teams to manage the production of programme & project metrics and reports for the programme and projects, in support of the portfolio. Working in partnership with the Programme Manager, developing and maintaining strong productive working relationships. Responsible for producing key management information to support decision making at the programme level, including the creation and maintenance of the Programme's monthly reporting heartbeat, ensuring there is accurate information in the PMO Hub, to inform key stakeholders on the status of my programme / project which allows us to provide assurance on the status of the Portfolio. Responsible for the effectiveness of programme/project assurance activities to ensure the Programme delivers to its business objectives and targets. Provision of First Line of Defence for assurance, to provide Delivery Assurance to the SRO to enable them to have confidence that the programme is doing the right things and is on track to deliver. Responsible for ensuring effective communications arrangements are established and remain effective in order to engage and inform all internal and external stakeholders. Working with the Principal PMO Managers (including Analyst and Planning Practice Managers) to manage team and individual performance to provide excellent support and increase divisional programme and project management capability. Qualifications, professional knowledge and Skills: ESSENTIAL: Holds a recognised Professional qualification in a relevant subject (PMO, Programme, Project, P3O) or proven experience in the sector Proven application of the Project, Programme and Portfolio Management environment and proven understanding of industry best practice and its application Strong analytical skills and excellent attention to detail with a logical and structured approach to work Accomplished, credible and respected manager with well-developed interpersonal, communication, influencing and negotiation skills gained in a complex organisation undergoing significant transformation. Proven experience of providing management to actively interact and influence across all levels and proactive in leading, delivering and improving.
