Highways Maintenance Senior Engineer – BCP Council
BCP Council is seeking a highly experienced Civil Engineer to lead highway maintenance schemes across the Bournemouth, Christchurch and Poole area. The role offers a pay range of £47,181 to £53,460 (pro‑rated for part‑time colleagues) and is the starting point of a new refreshed pay framework. It provides excellent growth potential and the opportunity to shape future infrastructure.
Key Responsibilities
* Deliver highway maintenance schemes and support programme and asset‑management objectives.
* Act as Designer, Project Manager and Site Supervisor for designated projects, ensuring compliance with contractual requirements, risk, budget and governance.
* Manage the design process, early contractor involvement and project close‑down, achieving agreed cost, quality and time objectives.
* Engage stakeholders, represent the Council at meetings and maintain transparent communication.
* Maintain robust financial and quality control, adhere to legislation and health & safety standards, and ensure accurate record‑keeping to support governance and audit.
* Contribute to the development of asset‑management policies, strategies, plans and maintenance standards.
* Guide and support a team of technical professionals at various levels.
* Undertake work across carriageways, footways, cycleways and drainage assets as part of the planned maintenance programme.
* Design and support the development of highway maintenance schemes through all lifecycle stages, from concept to construction.
* Produce and review design drawings, specifications, tender and pre‑construction information.
* Develop the planned programme based on asset‑management prioritisation.
* Conduct visual inspections on site and assess site information through desktop studies and asset‑management software.
* Manage contracts and performance of the team and providers.
* Collaborate with multiple teams and stakeholders to achieve objectives.
* Drive innovation in highway maintenance and asset management.
What You Need
* Degree in Civil Engineering or related discipline (traffic/transportation). Chartered Engineer (ICE/IHE/CIHT), Project Management qualification (APM), NEC Project Manager accreditation or Member of the Institute of Asset Management (MIAM) or equivalent.
* Substantial experience delivering highway schemes and managing design & construction types.
* Advanced knowledge of theory, legislation, regulations and processes for construction, highways, traffic or engineering.
* Extensive knowledge of contract and project management, including cost and quality control.
* Comprehensive understanding of health & safety legislation and its application to engineering, construction, maintenance and repairs.
* Experience supervising site‑specific contract delivery teams.
* Experience monitoring cost and financial information for projects with annual values of £1m–£5m.
* Proactive, problem‑solving approach with strong communication skills.
* Ability to plan and manage multi‑month projects, coordinate team, consultant and contractor work.
* Valid UK driving licence, ability to travel by public or other transport or by own/pool car where required.
* Willingness to work from the central or project offices a minimum of 2 days per week.

Typical Day
One day might involve reviewing design plans for a drainage scheme, next checking carriageway resurfacing works and later analysing footway condition data. You’ll attend project meetings, collaborate with stakeholders and contractors, and contribute innovative solutions that keep our infrastructure resilient.
Location & Working Arrangements
Central office in Poole. Flexible arrangements including remote work for part of the week. Minimum 2 days from the central or project office per week.
