Job Purpose
The Senior Payroll Officer is responsible for overseeing and delivering a high-quality payroll function, ensuring all payments, reporting, and compliance obligations are fulfilled accurately and on time. This role acts as the organisation’s lead on payroll-related statutory duties, contract-related payroll matters, and continuous improvement of payroll systems, processes, internal and external reporting. The postholder also line-manages and works collaboratively with Finance, HR, and external partners including HMRC.
Key Responsibilities
* Lead the end-to-end monthly payroll process, ensuring all payrolls are processed accurately, on time and in compliance with statutory requirements
* Maintain and update payroll records including starters, leavers, changes to contracts, hours, pay and deductions
* Manage all HMRC submissions and statutory reporting including RTI, P60s, P11Ds and year-end processes
* Oversee pension administration, including auto-enrolment, contributions, opt-ins and opt-outs, and liaise with pension providers
* Administer statutory payments such as SSP, SMP, SAP and SPP, ensuring correct application and record keeping
* Act as the organisation’s main point of contact for HMRC, payroll software providers, pension administrators and other external payroll stakeholders
* Ensure contractual payroll terms are implemented correctly and monitored for compliance, including support for TUPE-related payroll matters where required
* Work closely with HR and Operations to interpret and apply employment contracts and payroll-related policies
* Produce regular payroll reports and analysis for senior leadership and finance teams
* Reconcile payroll costs against budgets and finance records, supporting audit, forecasting and year-end processes
* Support internal and external audits by providing accurate payroll data, reconciliations and explanations
* Lead continuous improvement of payroll systems, processes and controls to improve efficiency, accuracy and compliance
* Support digital transformation and system upgrades relating to payroll and staff data
* Ensure payroll data is managed securely and in line with GDPR requirements
* Promote a culture of accuracy, integrity and continuous learning within the payroll function
* Line manage payroll-related activity as required and work collaboratively with Finance, HR and senior leadership teams
Person Specification
* Significant experience managing end-to-end payroll in a medium or large organisation
* Strong knowledge of UK payroll legislation and HMRC requirements
* Experience using payroll systems and producing accurate payroll reports
* Proven reconciliation and reporting skills
* Excellent attention to detail, organisational and time management skills
* Ability to work collaboratively with HR, Finance and senior stakeholders
* Commitment to equality, diversity and inclusion
* CIPP membership or relevant payroll qualification
* Experience in a charity, public sector or multi-contractor environment
* Experience with pensions administration and TUPE payroll matters
