Job overview

The Deputy Finance Director is the nominated deputy to the Finance Director and has overall responsibility for the efficient functioning, integrity, business focus and performance of the numerous departments comprising the financial service and capital functions within the Finance Directorate. The post holder provides advice and guidance where appropriate and is responsible for authorising expenditure. The post holder has managerial responsibility and accountability for all aspects of these functions.

The post holder will identify, investigate and advise on highly complex, contentious and commercially sensitive strategic financial issues providing advice and guidance to all levels within the organisation up to and including Directors and with external partners including, the Humber and North Yorkshire ICB, NHS England (NHSE) and the Department of Health and Social Care. The post holder will ensure effective support to Care Groups and Supporting Directorates in pursuing their activities and in achieving the objectives and targets set for the Trust.

The post holder will act as the key liaison with the Trusts External Auditors.

The post holder will provide interpretation of financial reports, national guidance, documentation and returns and will take responsibility for the quality and meeting of deadlines of financial data submitted as part of any statutory (or otherwise) NHS or commercial returns.

The post holder will lead on behalf of the Finance Director on all aspects of delivery of the objectives of the Finance function within the Trust including commissioner negotiation with the ICB, cost effective planning, development, deployment, integrity and management of resources consumed by the Trust.

The post holder will ensure that systems are in place which give confidence that financial planning, statutory financial reporting and budgetary control are managed efficiently and effectively.

Main duties of the job

To ensure all statutory and non-statutory finance returns represent an accurate, true and fair view of the Trust’s financial position, ensuring all timescales and legal requirements are met, and providing analysis and interpretation where necessary.

To ensure the efficiency, effectiveness, integrity and business focus of the Trusts financial systems and processes, ensuring the continued review, development, and improvement of these.

To ensure the finance function delivers a high quality, efficient and effective service to its internal and external customers.

To lead on financial service and capital finance provision for the Trust.

To lead the Trust’s discussions with NHSE, the ICB and DHSC on all aspects of capital planning, capital financing, loan transactions, lease management and non-recurrent special programme funding with a particular focus on Risk Management.

To lead on all aspects of the Trust’s cash flow planning and monitoring and the impact of this on the Trusts Strategic and Operational Plans.

9. Extensive experience in senior management position/s dealing with strategic financial issues and team leadership
10. Advanced theoretical and practical knowledge of the NHS financial regime and finance policies
11. Expert knowledge in the areas of financial and accounting procedures and financial and other aspects of legislation

12. Strategic thinking: adept at identifying long-term risks/threats to the financial viability and opportunities
13. Business and customer focus: Anticipates and plans for the effect of change on staff, partners and customers
14. Must be able to assess and forecast financial risks and recommend ways of managing these
15. Ability to manage and develop the longer-term development of finance systems in order to improve overall effectiveness and efficiency of financial operations
