About Us
As part of His Majesty’s Courts and Tribunals Service (HMCTS) the Tribunals directorate is responsible for the effective administration of Tribunals in England and Wales and non-devolved Tribunals in Scotland and Northern Ireland. We work with an independent judiciary across a wide range of jurisdictions to provide a fair, efficient and effective justice system. HMCTS is undertaking an ambitious reform programme to improve user experience and reduce costs, while ensuring access to justice for all.
The programme includes creating high quality services, modernising the court estate, updating technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide improved services for service users, especially vulnerable witnesses and victims. This is an office-based position and the successful candidate is expected to attend Glasgow Tribunal Centre, 3 Atlantic Quay, 20 York Street, Glasgow, G2 8GT.
Your role
Working within a Courts & Tribunals Service Centre (CTSC) or Regional Hearing Centre (RHC), you will support the effective administration of Tribunals by undertaking a range of complex casework and assessment activity to determine how best to advance caseloads and remove barriers to timely case progression. You will work both as part of a team and independently, under supervision of a Senior Legal Officer and leadership judiciary. A Legal Officer will make case management decisions under delegated judicial powers and liaise with key stakeholders and HMCTS colleagues to ensure effective administration of justice.
The key objectives of the role
Initial Case Assessment
* Undertake initial assessment on incoming tribunals documentation and liaise with stakeholders to ensure effective case progression. This includes identifying lodgement timelines, correct tribunal and tier, fees paid, correct documentation, and appropriate listing track; triaging referrals; providing instructions to administrative staff.
Case Management
* Manage cases under delegated judicial functions, issue directions, provide listing instructions, ensure panel composition is appropriate, identify interpreter needs, undertake case management appointments, check readiness ahead of hearings, engage with parties to ensure progression, undertake high-quality casework including complex matters.
Applications from parties to the appeal
* Identify and sift applications, make decisions on postponements, transfers, withdrawals, extensions, varying directions, expediting hearings, and reasonable adjustments for accessibility.
Multi-Jurisdictional Expertise
Develop expertise across tribunal jurisdictions to provide flexible technical case support.
Communication & Stakeholders
* Engage effectively with judiciary, user groups and organisations; consider policy and organisational implications beyond own area.
Administration
* Complete all documentation fully and timely; maintain case files and records in line with policy and data protection.
Accountability
Report to a manager within a CTSC or RHC. When acting under delegated powers, receive technical input and direction from tribunal judiciary.
Experience & Qualifications
* A law degree or equivalent is desirable. Equivalent technical experience: transferable decision-making ability within a framework and supervision.
Other information
* Operational Delivery context within HMCTS; occasional travel to other sites may be required.
* Skilled Worker visa considerations are noted; applicants should ensure right to work in the UK. Hybrid working arrangements apply with 60% office time as standard.
