The Opportunity
The Cost Engineer, part of the PMO team and reporting to the Cost Lead, will support the delivery of accurate and timely project information related to performance against the project baseline. Responsible for administering effective cost control within the Restoration and Renewal (R&R) programme’s integrated delivery team. You will drive cost performance reporting, including EV analysis related to key commitments and expenditures.
Your duties and responsibilities will include:
Collating and analyzing Programme Cost Information according to the Cost Management Policy and Procedures, ensuring timely and accurate submissions from Project Teams. Liaising closely with Commercial and Finance teams to ensure accurate accruals and contract cost performance, and conducting effective analysis against the baseline.
Key responsibilities will be:
* Supporting the Cost Lead in implementing cost systems, procedures, and templates
* Assisting Project teams to ensure timely and accurate cost information submission, including reporting on EAC, ETC, ACWP, and comparison to the baseline
* Tracking actual costs against control structures
* Supporting cost re-baseline exercises, forecasts, and budget updates
* Analyzing Project Cost data to support Programme objectives, including earned value and trend analysis
* Working with finance and commercial teams to ensure accurate accruals and contract costs are included in EAC and performance reports
* Analyzing Change Requests to ensure proper coding and alignment with budgets
* Supporting project teams in using cost tools, providing user support and training
Requirements:
* Degree level education or equivalent, membership of a relevant professional body
* Excellent Excel and Microsoft Office skills
* Ability to communicate cost and performance data effectively
* Proactive, thriving in fast-paced environments
* Attention to detail and analytical skills in cost data interpretation
* Willingness to challenge assumptions and improve processes
* Knowledge of cost engineering functions, including estimating, control, and analysis
* Experience with cost forecasting tools such as PRISM, EcoSys, Cobra
* Understanding of Earned Value Methodologies
* Experience in Project Controls within Major Programmes
