Description CHC is a Jacobs and Costain 50-50 joint venture (JV) carrying out the maintenance and response services in relation to the Strategic Road Network in National Highways Area 14 network. This contract is for the provision of cyclic maintenance, reactive maintenance, incident response and severe weather response. Area 14 covers the area from A1(M)/ A168 junction near Ripon in the south, the Berwick upon Tweed in the north and to Barnard Castle on the A66 and Haltwhistle on the A69 in the west, extending to the coast in the east. As a highways team leader you will provide line management and supervision to a team of highway operatives and have a maximum of 4 direct reports at any given time. You will be responsible for supervising the delivery of works on the network and supporting the highways maintenance operatives as required to undertake all aspects of highway maintenance across the Area 14 Network under the National Highways Maintenance & Response Contract. You will be responsible for ensuring that the delivery is aligned to the agreed working plans, safely and to agreed timescales. As the team leader you will also be required to address issues or queries from members of the public whilst delivering services and support the wider CHC team in recording works undertaken, any changes or disruption encountered. You will be part of a team of 7 team leaders and wider team of approx. 60 persons delivering these essential services to the road network across the North East. This role will require shift working, antisocial hours and some on call commitments as part of the standard working pattern. Responsibilities Your main job role responsibilities will be to: Set an example to your team by working safely, observing protocols and requirements to assure your safety, their safety and that of the public at all times. Supervise the daily tasks of the operatives, ensuring work is undertaken to the agreed safe method and programme. Tasks will range from minor kerb, fence and drainage repairs; grass cutting, minor surfacing, winter maintenance, minor traffic management, amongst others, as training and competencies permit. Ensure point of work risk assessments are undertaken and stop works should you require a change to the agreed method, or find an unsafe condition, reporting this to the works supervisor/ operations manager at the earliest opportunity. Conduct daily start of shift briefings, task briefings and toolbox talks to the operatives as required to support safe delivery of the allocated task; or sharing relevant alerts. Ensure that all plant and equipment is checked prior to accessing site and to report any issues or problems with the works supervisor. Report all health and safety incidents involving CHC and Supply Chain staff to the works supervisor or manager. Ensure compliance with the CHC method statements and risk assessments and to make sure all team members are briefed on them regarding day-to-day operational activities. Maintain a common daily diary, logging actions and ensuring an appropriate level of communication is maintained when completing tasks as well as handing over the task to colleagues. Update and complete all works electronically as required and on specified systems of work. Be able to drive a range of vehicles for long distances or time periods to access works. Available to work on a shift or rota pattern including night time and weekend working to assure essential services are maintained. This includes an on-call requirement. Have a positive attitude and good communication skills. Any other tasks reasonably requested to support the role and delivery of the service Qualifications Specific Skills Essential: Educated to at least GCSE (O-Level); CSCS card Desirable: Class 2 HGV License; first aid at work Competencies/ attributes Essential: team player, good communication skills and confident speaking to the public and wider team, ability to work at nights, weekends and unsociable hours as required with an on call requirement. Desirable: familiarity with the Confirm system and with electronic works management systems preferred. Experience Essential: Experience of managing a team of operatives Ability to plan, allocate and supervise tasks to teams Ability to manage plant and equipment resources, and supervise their safe use Desirable: Working on a high speed road network is desirable Skills or experience of undertaking a range of minor works, landscaping works and maintenance activities desirable Ability to motivate teams and drive continuous improvement whilst maintaining safety
