Job Title: Quantity Surveyor
Business Unit: GGP
Reporting to: Commercial Manager

Role Purpose

The jobholder will work within Omexom’s GGP Business Unit and will report to the Commercial Manager. Project-specific work will involve working directly with Project Managers, Site Managers and Project Site teams to help in the delivery of the projects.

The jobholder will also be required to interface with other aspects of the Omexom business including Planning, Finance and Engineering.

Responsibilities & Duties

The successful applicant will ensure the following duties are carried out:

1. Participate in creating a safe working environment.

2. Develop and maintain relationships with clients, subcontractors and key stakeholders.

3. Produce subcontract documentation including enquiries, negotiation of scope, terms and conditions, prices and programme.

4. Commercial management of subcontract works packages including interim assessments of the amount due and subsequent change management adhering to payment terms, and final account closure.

5. Produce and issue all commercial notices, to both the client and subcontractors, as required by the form of contract.

6. Manage change in a timely manner in accordance with the form of contract, including the production and submission of Compensation Event Quotations.

7. Produce, submit, and agree monthly applications, to the client, in accordance with the form of contract.

8. Liaise with operational and engineering staff to ensure site records are kept to the standard required.

9. Produce detailed monthly reports and Cost Value Reconciliations (CVR) and cash flow forecasts as required by the business unit or project.

10. Produce and maintain a detailed ‘Cost Plan’, tracking and forecasting expenditure, including detailed schedules of Subcontractor ‘liabilities’.

11. Support the Project Managers and others to identify, quantify and mitigate risks to cost and value.

12. Attend progress and risk reduction meetings with the client and subcontractors.

13. Support the project team in the preparation of initial project budgets and thereafter maintaining them on a regular basis through the life cycle of the project.

14. Preparation of valuation claims based on the payment terms set up by the client.

15. Maintain labour resource scheduling in conjunction with the Project Managers.

16. Input into the preparation of all final account documentation prior to project team review.

17. Efficient use of the company IT systems for document control between Omexom, Client, Designers and subcontractors.

18. Attendance at meetings as required.

Person Specification

Qualifications and Experience

Essential

24. Minimum 2:1 BSc (HONS) Degree in Quantity Surveying or other relevant course

25. Familiarity with NEC forms of contract and knowledge and understanding of Construction Law

26. Strong appreciation/training of NEC forms of contract

27. 3+ years’ experience of commercial management and procurement of subcontractors, including chairing regular meetings, measurement and control cycle, certificates and accruals calculations

28. Ability to demonstrate a good knowledge of monthly reporting and earned value analysis

29. Knowledge and experience in estimation and cost analysis

30. Excellent written and verbal communication, numeric and computer literacy skills, proficient in Microsoft Office

31. Excellent organisation and time management skills, with the ability to work to tight deadlines

32. Ability to work effectively in a team and delegate, but also able to work on own initiative

Desirable

33. Masters in Quantity Surveying / Commercial Management or other relevant Post Graduate Course

34. 2+ years’ experience working on energy sector projects (substations or OHL)

35. RICS or CICES Chartered Member Status

36. Previous experience of the construction industry

37. HV Electrical Contractor or Civil Contractor Experience

38. CSCS card
