An exciting opportunity has arisen for an experienced Operational Estates Manager. As the completion of an essential part of the £250m estates programme with the BEACH (Births, Emergency, And Critical care, childrens Health) building nears we are looking for a highly motivated individual to manage the handover of this brand new, state of the art building from the main contractors to the Trust. The new building is integral to our transformation and reconfiguration within the NHS Dorset CCG vision in improving healthcare in Dorset. Main duties of the job To perform an operational management role within the UHD Estates Department focused on delivering a transformational change of considerable scale across Dorset. The main focus of this role will be the BEACH expansion at The Royal Bournemouth site via the adoption of Government Soft Landings (GSL) which a key element of the design and construction process maintaining the "golden thread" of the building purpose through to delivery and operation, with early engagement of the end user and commitment to aftercare post construction. The on-going maintenance and operational cost of a building during its lifecycle far outweighs the original capital cost of construction, and GSL identifies the need for this to be recognised through early engagement in the design process. Combined with the concept of Post Occupancy Evaluation (POE), it seeks to compare the required performance outcomes with the actual performance outcomes. The role will develop into the management of the operational aspects of building management, for example, facilities management and the needs of the users and the operational aspects of facility and end-use. An appreciation of building operational and facility management systems, for example, BMS and their use in identifying how actual building use (occupancy hours, temperatures) may differ from the original intended use against which the building was designed is therefore essential. Qualifications Essential • The post holder should be able to demonstrate that they have knowledge and experience acquired through a degree or vocational qualification with specialist knowledge in a Building, Mechanical or Electrical Engineering discipline. • Served a recognised and relevant apprenticeship or equivalent in a Mechanical, Electrical or Building discipline Desirable • Membership of a professional organisation - leading to Registration with the Engineering Council as incorporated Engineer or equivalent. • A relevant management qualification or equivalent experience Experience Essential • The post holder must be able to demonstrate line management experience in a large multi service organisation and a proven successful track record delivering within timescales and budget in a relevant building services environment. NHS, MOD, public or commercial sectors • Significant experience of managing staff and non-pay budgets at a senior level Desirable • An understanding of the changing NHS environment Knowledge Essential • In depth knowledge of a broad range of maintenance activities including knowledge of statutes and codes of practice effecting maintenance activities • Communicate commercially sensitive and complex and often contentious information to Trust staff. • Understand and be able to act in the roles and responsibilities of AP, RP and nominated person. • Management professional consultants, contractors and sub-contractors. Desirable • Demonstrable ability to work in a busy environment and cope when the service is under pressure • To be competent to deal calmly and professionally with patients, relatives and work colleagues in a confidential and sensitive manner • Ability to analyse highly complex problems and to develop practical and workable solutions to address them
