Job Description
JOB PURPOSE
* To Manage Annual Maintenance of Stoneblower activities for Harsco Rail, in accordance with Network Rail OTM Engineering and Management Manual NR/L3/SCO/311
* Manage all depot-based maintenance and repairs activities on the Stoneblower fleet
* Support the Maintenance & Contract Manager in achieving desired targets and KPI's
KEY RESULT AREAS
* Ensure on time return to service of Stoneblower fleet following annual maintenance
* Deliver fault free return to service targets in line with KPI's
* Manage completion of maintenance work packs to schedule
* Manage depot staff training to plan
* Ensure depot competence assessments are completed to plan
* Achieve targets as outlined in company safety plan
* High level of customer satisfaction for all Stoneblower fleet activities
* Positive outcomes on audits with no major failures
* Customer KPI attainment
* Compliance with all company policies & procedures, including Health & Safety, Quality & Environmental
* Ensure timely completion of competence assessments within the Harsco Rail CMS
* Achieve targets as outlined in company safety plan
Qualifications
Qualifications & Managerial Experience
* Is likely to be educated to degree level or time served apprenticeship in an engineering discipline and a minimum of ten years' experience.
* Relevant Management qualification
* Minimum of 5 years' experience in a Management role within the Railway Industry
* Comprehensive knowledge of Network Rail operating instructions and procedures

Additional Information
RESPONSIBILITIES & DUTIES
* Manage the heavy maintenance of the Stoneblower fleet ensuring availability and reliability
* Work alongside the Stoneblower Maintenance and Contract Manager in managing the customer relationship, including attending customer meetings as required
* Liaise with the customers on any heavy maintenance issues on the Stoneblower fleet
* Participate in initiatives to improve reliability, productivity and performance of machines
* Put measures in place to drive Stoneblower efficiency and improve performance
* Undertake accident/incident investigations when they arise and ensure the appropriate action is taken to address issues and minimise future risks
* Produce method statements and risk assessments for work to be undertaken within the depot
* Ensure training requirements for the Stoneblower depot team are in place
* Carry out machine audit / inspections and quality checks
* Ensure Stoneblower staff are competent to required standards and all assessments are carried out on time and are of good quality
* Ensure that there is an effective communication process with employees and that they are briefed as required
* Participate in the development, production and review of the Company's Maintenance Standards
* Provide information and reports to the Stoneblower contract manager
* Be an active member of the On-Call team ensuring availability at required times
* Conduct depot employee performance reviews and appraisals
* Flexibility to travel as required by the company

* Design and develop clear lines of communication, authority and responsibility with all staff under your control including contractors.

* The Stoneblower Maintenance Manager has overall responsibility for the provision of health, safety and welfare arrangements within the Stoneblower maintenance function
* The Stoneblower Maintenance Manager has responsibility for the maintenance and overhaul activities undertaken by Harsco Rail on the Stoneblower fleet
* Proactively drive a culture of safety compliance and behaviour amongst the team
* Work closely with the Professional Heads to raise safety issues and support safety initiatives
* Ensure safety regulations are adhered to
* Responsible for the safety management of employees engaged in maintenance and overhaul, competence and fitness to undertake activities designated as safety critical work
* Implement and comply with company standards and procedures relevant to the undertaking of Stoneblower maintenance
* Set safety objectives for direct reports and appraise performance with meeting objectives
* Conduct safety tours and planned inspections as required
* Contribute to the delivery of company occupational health and welfare, safety and environmental improvement plans
* Only undertake work for which you have been trained and (if required) certified competent
* To comply with Risk Assessments, method statements and safe systems of work.
