Overview
The Clinical Director reports to the Divisional Director and leads the Clinical Directorate, ensuring patient‑focused care, achieving national and local targets, and managing operational, financial and governance performance.
Responsibilities
* Manage the workforce, including senior staff and doctors in training, to maintain operational effectiveness.
* Deliver service quality standards set by National Guidance, specialist commissioning and local contracts.
* Control capacity, targeting length of stay, patient throughput, and efficient use of facilities.
* Meet contract activities and patient access standards, including waiting times, four‑hour ED wait and Cancer standards.
* Achieve financial targets, deliver required income and the EBITDA target, and implement cost‑improvement plans.
* Embed governance mechanisms to monitor patient safety and measure clinical outcomes.
* Optimise use of beds, theatres, outpatients and diagnostic assets to meet resource plans.
* Ensure compliance with CQC domains of Safety, Caring, Responsiveness, Effectiveness and Well‑Led.
Workforce and Staff Management
* Deploy staff legally and cost‑effectively to deliver high‑quality services.
* Lead academic and research integration, supporting the Trust’s Academic Health Science Centre mission.
* Provide high‑quality training and safeguard the working environment of staff in training.
* Align annual appraisals and objectives with clinical, performance and business requirements.
* Encourage teamwork, address challenging colleagues, and promote staff engagement.
* Review and plan job authorities, ensuring they reflect service needs.
* Model Trust values and ensure collective adherence to the values.
Clinical Governance
* Coordinate audits, compile an annual audit report, and implement clinical effectiveness programmes.
* Implement risk‑management processes and promote a learning culture, ensuring CPD and SME requirements are met.
* Deliver services in line with Improving Outcomes Guidance.
Business Planning and Service Development
* Prepare the annual business plan with Directorate Managers and Matrons, ensuring an inclusive, patient‑focused approach.
* Identify opportunities for service improvement and optimised facility utilisation.
* Collaborate across clinical and non‑clinical teams to improve efficiency.
* Develop proposals for collaboration with General Practitioners and service users, ensuring alignment with NHS Operating Framework.
* Secure approvals for service changes to avoid negative financial, operational or confidence impacts.
* Promote the Trust’s services internally and externally.
* Address health inequalities within the paediatric population.
* Contribute to the Divisional Clinical Strategy.
Qualifications and Experience
* Practicing clinical professional with knowledge of the NHS, infrastructure, and recent reforms.
* Postgraduate management or further study qualification.
* Experience working within an acute NHS hospital, preferably a teaching environment.
* Experience managing clinical services.
* Knowledge of clinical governance from previous roles.
* Experience of change management and working in a devolved management structure.
* Strong analytical, communication and negotiation skills.
* Ability to hold clinical colleagues to account and adapt problem‑solving approaches.
* Proven ability to drive innovation and change responsiveness.
* You must have appropriate UK professional registration.
