Design, plan and lead specific partnerships, programmes and commissioned services using appropriate design, development or prototyping approaches and robust programme/project delivery.
The initial scope of responsibility will be:
1. Commissioning or establishing a Connect to Work service using both models of Supported Employment; Individual Placement and Support (IPS) and Supported Employment Quality Framework (SEQF), for eligible and suitable Participants, to ‘place, train and maintain’ competitive employment within the Delivery Area. The Connect to Work service is expected to adhere to IPS and SEQF fidelity scales and will be expected
to engage with the fidelity assurance system;
2. the development and delivery of the Delivery Area (Devon, Torbay Plymouth) joint Delivery Plan, and Grant Cost Register working with and securing agreement with all upper tier and unitary local authorities within their area and other key local stakeholders;
3. shaping the Delivery Area’s Connect to Work offer around local services and priorities, ensuring that the more collaborative, locally led approach supports the national ambition for a more inclusive economy, helping local people to realise their potential and furthering local and national growth;
4. managing the day-to-day operation of the programme and have overall accountability for the funding and how the grant operates within the Delivery Area;
5. ensuring that outcomes for Participants are delivered, such as sustained employment, in line with the programme’s Performance Measures;
6. providing DWP with information/documentation to help with evaluation of effectiveness of the programme;
7. This includes accountability for budgets, up to million per year, over each of the 5 years delivery, agreed with DWP
Develop and improve a system-led approach to developing a sustainable offer that delivers ongoing benefits for residents of Devon.
Develop an approach to project and outcome measurement that recognises the context (system, service, project etc.) and complexity of the work Line Management of a small team of programme staff.
